    The Council of Ministers issued a package of new decisions, including endorsing recommendations and forming committees. [/rtl]

    [rtl]A statement from his office stated, "Prime Minister Muhammad Shia' al-Sudani chaired today, Tuesday, the 14th regular session of the Council of Ministers, and it witnessed a discussion of general conditions and follow-up on issues and files that fall within the government's implementation of its program in accordance with previously set priorities."[/rtl]
    [rtl]Al-Sudani referred to the "temporary agreement that was signed today with the President of the Kurdistan Regional Government of Iraq to resume oil exports," reviewing "the economic importance of such steps in light of the existing challenges." All Iraqis everywhere in our country.[/rtl]
    [rtl]Al-Sudanese expressed "the common desire to move to a stage of constructive partnership and close cooperation between the people of the same country and to leave the image of outstanding problems that are being spread without radical solutions."[/rtl]
    [rtl]The Council of Ministers discussed the topics on the agenda and took special decisions and procedures in this regard.[/rtl]
    [rtl]On the occasion of the Easter and Resurrection holidays, the Council of Ministers decided to consider the 9th and 10th of April an official holiday for employees of the Christian component only.[/rtl]
    [rtl]In the service context, the Council of Ministers followed up the implementation of health insurance procedures and the inclusion of citizens in it, and approved the requirements presented by the Ministry of Health / Health Insurance Authority, which are required to be implemented by the relevant ministries and government agencies, in applying the health insurance law.[/rtl]
    [rtl]The Council of Ministers approved the recommendations of the minutes of the 30th meeting of the Diwani Order Committee (45 of 2018), regarding setting up the means, mechanisms and solutions necessary to complete hospital projects, and payment is made in accordance with the controls and instructions issued by the Central Bank.[/rtl]
    [rtl]The Council decided to cancel Cabinet Resolution (410 of 2021) regarding the coronavirus vaccine; According to the recommendations of the committee concerned with (reconsidering all Cabinet decisions taken from the previous government during the period of managing daily affairs from October 8, 2021 to October 27, 2022), to exhaust the purpose of issuing it.[/rtl]
    [rtl]Within the framework of combating administrative and financial corruption and protecting private property, the Council of Ministers approved the following:[/rtl]
    [rtl]First: Formation of a committee of the aforementioned below, with experience and specialization, whose job rank is no less than general manager, to review real estate records for the period from 2003 to 2023 in light of complaints submitted by Christian citizens and the rest of the other social components in the governorates of Nineveh and Baghdad, and to provide periodic recommendations to address the issue complaints to the Minister of Justice or the Council of Ministers according to the results of their work, with directing real estate owners to file lawsuits before the competent courts or to refer them to the Public Prosecution to file a lawsuit, based on the provisions of the Public Prosecution Law (49 of 2017), as follows:[/rtl]
    [rtl]a representative of each of; The Supreme Judicial Council, the Ministry of Construction, Housing, Municipalities and Public Works, the Ministry of Justice/General Real Estate Registration Department, the Ministry of Immigration and Displacement, the Municipality of Baghdad, the Federal Integrity Commission, the Federal Office of Financial Oversight, the concerned governorates, the Office of Endowments of Christian, Yazidi and Sabian Mandaean religions, and the Ministry of Interior/Agency Intelligence, the National Security Service.[/rtl]
    [rtl]Second: The areas in which the aforementioned categories are located, according to the following:[/rtl]
    [rtl]1.Baghdad Governorate.[/rtl]
    [rtl]2. Nineveh Governorate.[/rtl]
    [rtl]And on the course of the executive measures taken to advance economic reform, the Council of Ministers approved the recommendation of the Ministerial Council for the Economy (23077 BC) [/rtl]
    [rtl]Concerning opening documentary credits for self- and central financing units in governmental and private banks, as an exception to the controls attached to the instructions for implementing government contracts, provided that the Central Bank of Iraq determines the ceilings of credits according to the classification of banks and their financial solvency issued and endorsed by the Central Bank of Iraq, as well as canceling Cabinet Resolution No. 23 of the year 2021.[/rtl]
    [rtl]Also within the economic reform file, the Cabinet decided to approve the following:[/rtl]
    [rtl]1- Unpaid financial dues due before the date of December 20, 2020, if they are paid and the imported materials prepared through the documentary credit, in the event that the procedures for opening the documentary credit are completed before February 7, 2023, for which an inflation rate (22%) was calculated, then the procedures will proceed.[/rtl]
    [rtl]2- Unpaid financial receivables due before December 20, 2020, and not paid, and import materials prepared through the documentary credit, in the event that the documentary credit was not opened before February 7, 2023, for which the inflation rate was calculated (22 %), the inflation rate is reduced to (10%) instead of (22%).[/rtl]
    [rtl]3- The contracting parties shall include the contracts or issue annexes to the contracts by opening a documentary credit for the import materials.[/rtl]
    [rtl]4- For the completed transactions, for which the Ministry of Planning's decisions were issued to be processed, the processing is carried out by the implementing agencies, and then the Ministry of Planning is informed to take the necessary measures regarding the reduction, provided that it is later audited by the Federal Financial Supervision Bureau.[/rtl]
    [rtl]5- Uncompleted transactions that were not sent to the Federal Bureau of Financial Supervision are returned to the implementing agencies to make the required adjustments as mentioned above.[/rtl]
    [rtl]6- Transactions received from the Federal Bureau of Financial Supervision to the Ministry of Planning are returned to the aforementioned Bureau, for the purpose of re-auditing, according to what was stated in the aforementioned paragraphs, and making the required amendments, as well as The transactions under audit, from the Federal Bureau of Financial Supervision, are processed according to what was stated in the aforementioned paragraphs.[/rtl]
    [rtl]Within the framework of monitoring import transactions and implementing basic reforms and amendments related to imports, the Council of Ministers decided to approve the following:[/rtl]
    [rtl]1- Referring bids that meet the conditions of tenders and invitations, covering the required quantity, and from all origins, on the basis of the price, and was delivered to Umm Qasr CIF port, from lowest to highest, as an exception to the provisions of the instructions for implementing government contracts.[/rtl]
    [rtl]2- The Central Committee for Review and Certification at the Ministry of Commerce has the authority to grant a price advantage not exceeding (5%) for types with higher specifications when implementing Paragraph (1) above.[/rtl]
    [rtl]3- The exception in paragraph (1) shall be valid for a period of (6) months starting from the date of issuance of this decision as a maximum, and that it includes purchases exclusively from sober international companies nominated by the International Wheat Councils.[/rtl]
    [rtl]In the file of the Ministry of Electricity, the Council of Ministers agreed to approve the recommendations of the Diwani Order Committee (284 of 2021) issued by the Office of the Prime Minister, regarding reviewing and counting the debt amounts owed by the Ministry of Electricity to the ministries of oil, industry, minerals, and transportation and setting up treatments for them, with the amendment of paragraph (g) of Recommendations.[/rtl]
    [rtl]The Council also agreed to endorse the recommendation of the Energy Ministerial Council (23033i) regarding the contract for the integrated gas development project, according to the following:[/rtl]
    [rtl]1- Amending (40%) of the participation of the government side in accordance with Cabinet Resolutions (361 and 480 of 2021) to become (30%) due to the importance of resolving the aforementioned issue and proceeding with the signing of related agreements.[/rtl]
    [rtl]2- Financing the share of the government side, amounting to (1.4) billion dollars, to be loaned from the Oil Products Distribution Company.[/rtl]
    [rtl]3- The government partner will be the Basra Oil Company, instead of the National Oil Company, whose incorporation steps were canceled according to the decision of the Federal Court.[/rtl]
    [rtl]4- Including the integrated gas development project under the custody of (Total Energy) in the licensing round contracts, provided that the decision includes the amount of the aforementioned Iraqi side.[/rtl]
    [rtl]5- Paying the dues of (Total Energy) and the government partner in kind based on the request of the Oil Marketing Company to sign the export oil sale agreement, as it is one of the conditions for activating the contract.[/rtl]
    [rtl]6- Preparing the financial allocation for the implementation of the second part of the joint seawater pipeline project, which is estimated at (3) billion dollars, to be in installments for a period of four years (640, 1570, 600 and 190) million dollars, respectively, which is represented by the pipeline network transporting the oil fields, noting that the part The first of the joint sea water project is the responsibility of Total Energy Company, which is estimated at $3 billion.[/rtl]
    [rtl]7- Secondment of the staff of the two companies (Basra Oil and South Gas) to work with (Total Energy) Company, provided that the latter bears the second employee's salary and allowances, according to the secondment agreement that will be signed between the aforementioned companies and according to what was stipulated in the production development contract, and based on Iraqi law.[/rtl]
    [rtl]In the field of international cooperation, the Council of Ministers approved approving the authority to authorize the Director General of the Iraqi Civil Aviation Authority to negotiate and sign the air transport agreement between the Government of the Republic of Iraq and the Government of Hungary, with the need to indicate in the aforementioned terms of the agreement the cancellation of the agreement signed between the two countries on March 2, 1960. And taking into account the provisions of the Treaty Contract Law (35 of 2015) before signing the agreement.[/rtl]
    [rtl]The Council of Ministers also considered a number of issues on its agenda, and took a number of decisions regarding them, including:[/rtl]
    [rtl]1- Approving the ownership of the plot of land numbered (23797/4) Zayouna - Baghdad, to the Iraqi House for Creativity Foundation for the construction of a home for the elderly, taking into account the opinion of the General Secretariat of the Council of Ministers / Legal Department, and the State Real Estate Department completing the procedures for transferring ownership of the plot of land to the aforementioned institution.[/rtl]
    [rtl]2- Approving the amendment of Cabinet Resolution (126 of 2022) to become as follows:[/rtl]
    [rtl]Financing the Ministry of Finance with an amount of only 500 million dinars to the General Secretariat of the Council of Ministers, and handing over the aforementioned amount to the Iraqi House for Creativity Foundation to contribute to the construction of a home for the elderly.3- Approving the recommendations of the Diwani Order Committee (23032) issued according to the letter of the Prime Minister's Office, and approving the controls for selling plots of land and residential homes to their occupants of citizens (Yazidis) in accordance with the Council of Ministers Resolution (364 of 2022), taking into account the opinion of the Legal Department on General Secretariat for the Council of Ministers.[/rtl]
