The frame in public changed it secretly.. The budget disputes and the ministerial reshuffle are continuing
Baghdad / Tamim Al-Hassan
So far, the coordination framework has not been able to overcome the internal differences or convince the partners in the ruling coalition (the State Administration Coalition) in the issues of the ministerial reshuffle and the budget.
Despite the recent political meetings, which appeared to be reconciliation sessions between the opposing parties, there are no clear results so far of an agreement.
Shiite parties still deny the existence of a cabinet reshuffle, and they also talk about the existence of two versions of the budget, one technical and the other political.
Now, 6 months have passed since the life of Muhammad al-Sudani’s government without a budget, while the latter’s pledges are facing doubts, especially with regard to the political agreement paper.
Parliament is supposed to finish the day after tomorrow, Wednesday, in the budget discussions, according to the deadline of the forces dominating the parliament, but the latter may need at least double the announced deadline.
According to information obtained (range) from within Parliament, the odds go that the earliest time to resolve the budget discussions is in “May 20 next or the end of this month.”
The Finance Committee, which meets daily for about 12 hours, in two shifts, day and night, has so far met 11 ministers, the last of whom is Interior Minister Abdul Amir Al-Shammari.
The committee plans to discuss the budget with all ministers and heads of agencies, while there is still a stumbling block in meeting dates with Defense Minister Thabet al-Abbasi.
Kamal Cougar, a member of the Finance Committee in Parliament, told (Al-Mada) about the deadline for ending the budget: “We hope to resolve the issue at the announced time, but not at the expense of professionalism and scrutiny.”
This budget is the most controversial in the history of budgets after 2003, because of its planning for 3 years, its size, which amounted to about 200 trillion, and the deficit, which amounts to 64 trillion dinars.
The State Administration Coalition had decided, in its last meeting at the house of the leader of the Sovereignty Coalition, Khamis al-Khanjar, to give Parliament one week to resolve the budget deliberations.
This meeting witnessed the first meeting between Al-Sudani and Parliament Speaker Muhammad Al-Halbousi, who sat next to each other to give a message of reconciliation between the two parties, although the cameras took pictures that showed the opposite.
The rare meeting took place at al-Khanjar's house, which some political forces still do not welcome his presence in the political process, after a series of leaks about disagreements between the prime minister and parliament.
Neither the leader of the State of Law, Nuri al-Maliki, nor Qais al-Khazali, the leader of al-Asa'ib, did not appear at the last meeting, around whom news of disputes circulated.
Hussein Moanes, the head of the Rights Movement in Parliament (which is the political umbrella of Kata'ib Hezbollah), reveals a surprise behind the scenes of the budget.
Moanes said in a television interview that “there are two versions of the budget, one for death and the other for fever,” referring to the existence of a parallel budget for the announced one that appears at the critical time.
The leader in the Brigades explains: “In addition to the version being discussed by the Finance Committee (which is the version of death), there is a version for the political forces (the version of hotness) that will be circulated in the last hours when Parliament is unable to pass the first.”
Moanes says that the second version includes the “political agreements” that take place inside closed rooms.
The issue of the budget had gone through a series of complications, starting with the government's delay of more than 4 months until it was sent to parliament, and then confusion occurred in its presentation within the parliament.
The fears of the Shiite forces, which are supposed to be the most important of the parties that discussed the budget in several sessions, also jumped, and their time was estimated at more than 15 hours.
Most of the fears emerged in Sudani’s bullying of the “framework” and the parliament if it granted a budget for the next 3 years, and the use of huge funds in electoral propaganda.
Shiite political circles say that these concerns are still ongoing despite the existence of proposals with technical aspects related to the presence of the Sudanese before Parliament every year to amend the budget, or as the Finance Committee in Parliament requires sending the schedules for the next two years (2024 and 2025) every year.
However, these proposals, according to what those parties say, do not guarantee that the prime minister will not control the budget funds to achieve electoral goals.
On the other hand, the Sunni forces also did not obtain firm guarantees that the paper of demands would be implemented if they agreed to the current budget version.
In closed rooms, talk is being discussed about the general amnesty legislation after the budget, which was indicated by Al-Khanjar in an economic conference that took place a few days ago in Baghdad.
Al-Khanjar said, “The terms of the political agreement are not conditions, but rather a vision, and they are binding on all parties.”
He added, "Some items have been implemented, and approving the budget will facilitate the implementation of the rest of the other items."
Al-Halbousi's meeting a few days ago with the leader of the State of Law was interpreted as relating to the implementation of commitments to the Sunnis in return for approving the budget.
This meeting was followed by a meeting between Al-Maliki and Al-Sudani, which is the first after leaks of differences between the two parties, especially with regard to the issue of the cabinet reshuffle.
Sources close to the coordination framework confirm to (Al-Mada) that “the issue of changing ministers was not officially raised within the Shiite coalition, but only in the media.”
This case fluctuates between the number of those covered by the ministerial reshuffle (between 4 and 10 names), their names, and even the motives for the change, between professional and political, and whether or not the Sudanese took the approval of the “framework.”
Al-Sudani had threatened, in a previous television interview, to expose those who objected to the amendment before the people, as he is supposed to present this ministerial change to parliament, which means that a minimum level of political consensus must be obtained before that.
Observers expected that the enthusiasm for the government amendment might decrease after the recent meeting between al-Maliki and al-Sudani, which was considered as a reconciliation between the two parties.
Al-Maliki and the representatives of the State of Law coalition repeatedly deny the existence of an upcoming government amendment.
Sources close to the Shiite group believe that “Al-Sudani is looking for popular support behind the version of the government reshuffle and achieving an achievement before the first 6 months of his government pass.”
