    “Copy of registration and authenticity of issuances” are phrases that hardly a day goes by without being uttered on the lips of hundreds of employees and in the ears of thousands of auditors in state departments and institutions in Iraq. As a result of negligence, “stubbornness,” or even susceptibility to bribery or administrative error, hundreds of transactions “die” on the tables. Government employees, so that the citizen remains a prisoner of movement between the windows and rooms of these employees, especially the Passports, Nationality, and Traffic Departments.
    Legal expert Muhammad Al-Tamimi says that many citizens have been and are still victims of the mistakes of some employees in official government departments.
    Al-Tamimi narrates in an interview with “Baghdad Today” that “there are many official departments in various ministries, in which some employees commit mistakes in dealing with citizens, and here the citizen is the victim, and this matter costs the citizen a long time to reconcile the transaction, and sometimes it even costs him.” Additional money, and this happens almost daily in those departments.”

    Extra fatigue
    Al-Tamimi added, “Advanced digital transactions will reduce the rate of errors very significantly, and this will shorten many of the difficulties facing citizens in completing their transactions, especially since paper transactions still exhaust citizens and delay the completion of some transactions for very long days.”
    On the twenty-fourth of last July, the Integrity Commission recommended, according to a report it sent to the Office of the Prime Minister, the General Secretariat of the Council of Ministers, and the Minister of Interior, with regard to avoiding delays or errors in issuing passports, “that the director’s final audit stage be before the fund stage, in order to overcome any error.” The auditor bears additional costs, noting that the current practice is that the manager audits the transaction after paying the amount, and when there is an error, the auditor pays the fee again to complete the correction of the transaction.
    Blackmailing auditors
    According to a report prepared by the Authority’s Prevention Department on the field visits conducted by its team to the General Passports Directorate and the Karkh, Mansour, Kadhimiya and Mahmoudiyah Passports Departments, and the meeting with the Director General of the Civil Status, Passports and Residence Department; To discuss the problems and difficulties that accompanied the issuance of electronic and regular passports, and to follow up on the performance of duties in a way that ensures that auditors are not blackmailed, reduces the phenomenon of bribery, and facilitates the completion of citizens’ transactions, it stated, “Seizure of the electronic passport is carried out through a special link available to private offices, the ability to open it, and reserve Express payment in exchange for sums of money, while the appointment of the reviewer who enters the link without going through those offices reaches a period of more than two months.
    The report urged increasing the number of daily reservations for reviewers, opening new sections for issuance, and including Saturday among the electronic reservation days. Which contributes to increasing the number of completed transactions; To avoid the great momentum and delay in issuing passports, he recommended obligating the company implementing the contract to develop the (processing unit) in the Passports Directorate, and supplying it with additional numbers of employees after monitoring the existence of a delay in the processing stage of printing the passport. Due to the small number of treatment unit employees, stressing the importance of setting future plans; In order for the reservation and issuance procedures to be completely electronic, like neighboring countries, he pointed out that the lack of regular passport material until April of this year led to an accumulation of completed transactions, and a delay in the delivery of passports to their owners.

    He stressed the obligation of the company implementing the e-passport project to establish regular halls to receive visitors in the passport departments, after the team noticed the presence of the visitors in the courtyard of the Kadhimiya Passport Department under the blazing sun, in addition to providing pre-charge cards at the price specified in the contract, amounting to (91,000) dinars, noting that The duration of the contract for issuing the electronic passport reaches (20) years, and the implementation period is (18) months for all passport departments in Iraq, and the contract entered into force in the month of March of the current year, and that the contract was excluded from the instructions for implementing government contracts, provided that the company adheres to Implemented by providing hardware, software, licenses, and a raw passport in exchange for an amount of $50 for the completion of each passport, according to the Central Bank exchange rate. 
    The report suggested setting an appropriate price for filling out the paper form and copies; To reduce the financial burden on auditors, he pointed out that the copying offices surrounding the passport departments collect ten thousand dinars from the references in exchange for filling out the form, the copying, and the Ministry of Interior file, calling for assigning the force holding the land to follow up on the implementation of this, and to stop the work of the offices that do not adhere to the specified prices. .
