Political observers and members of the House of Representatives criticized the Council's sluggish performance and failure to properly exercise its oversight role during the last period, pointing out that complete agreement with the executive authority on all issues weakens the House of Representatives' oversight role, demanding a refusal to disrupt the Council's work under any pretext.
Independent MP Nazem Al-Shibli said, in an interview with “Al-Sabah”: “The House of Representatives has not exercised its oversight role for a long time, starting with the disagreement over the details of the budget,” indicating that “the complete consensus between the House of Representatives and the government leads to a weak role of the House.”
He stressed, "The books sent from the government are clear in defining the powers of the House of Representatives," and added, "The House of Representatives is not capable of passing strong laws that manage the crises that the country is going through, nor is the Council capable of conveying the voice of Iraq and rejecting what is happening in the regional and local environment." He explained, "We asked the Presidency of the House of Representatives to hold sessions to discuss the water file with Turkey and also to discuss other important regional files, in addition to discussing the exchange rate and its impact on the citizen directly," noting that "all files have been postponed until after the provincial council elections," and he noted, He pointed out that "Iraq suffers from a number of obstacles and problems, and solving them requires the presence of a parliament with will and strength." For his part, independent political analyst Dr. Ayed Al-Hilali told Al-Sabah: “Despite the clear delay in the level of performance of the House of Representatives and the dismissal of its former president in light of the Federal Court’s decision, we stress the need to move forward by activating the role and performance of the House of Representatives and not disrupting it.” “His work under any pretext.”
He added, “Experts and specialists point out that, based on Article 12 III of the House of Representatives’ bylaws, which stipulates that a President of the Council must be elected after the position becomes vacant in a session held without reference to its nature and justifications,” stressing that “in harmony with constitutional and parliamentary norms and the urgent political need, We find it necessary and of the utmost importance to move forward in activating the role and performance of the Council and its institutions, and not to disrupt it, because it is very possible that it will cause great harm and disruption to the parliamentary process, both its legislative and oversight aspects, and that the matter should not be limited to a member of Parliament turning into a postman who transports citizens’ requests to ministers and specialists. He stressed, “Parliament and its members were created to serve the state and the people, alike, and not to serve a partisan party or a specific segment, through legislation that achieves welfare, development, justice, and balance in the distribution of job opportunities among citizens, not to mention playing a supervisory role to hold the corrupt and manipulators of public funds accountable.” .
