    The Minister of Water Resources, Aoun Dhiab, confirmed today, Friday, that Turkey did not comply with Iraq’s request to release 500 cubic meters per second from the Ilisu Dam, indicating that the ministry has measures to strengthen the Euphrates River with the waters of the Tigris and Lake Tharthar.
    Diab said, in an interview with the Iraqi News Agency, followed by Al-Iqtisad News, that “Turkey’s policy of water releases was negative during the current year 2023, and the reason is that there was an agreement signed between Turkey and Syria in 1987 about releasing a fixed share on the Syrian-Turkish border from the Euphrates River, not Less than 500 cubic meters per second.
    He added, "It was indicated that this agreement is a temporary agreement, not a permanent one, and will continue until a supportive agreement is reached regarding the division of water between the three countries (Turkey, Syria, and Iraq)," stressing that "so far no such agreement has been reached."
    He continued, "Turkey stopped releasing the agreed-upon amount of 500 cubic meters per second to the Syrian border more than two years ago. Since April 2021 until now, the quantities have been released at a rate of 290-300 cubic meters per second on the Turkish-Syrian border, which has affected... Reducing the Euphrates River imports significantly, and the storage in the Haditha Dam became very low, and we became in great embarrassment because we could not secure the needs of the Euphrates River from the Haditha Dam and we were forced to transfer part of the revenues from the Tigris to the Euphrates, in addition to establishing a large pumping station on Tharthar to secure An additional 100 cubic meters to the Euphrates.
    He stressed that "this issue has exhausted the ministry with large and costly measures as well, in addition to the fact that Turkey has not committed to releases from the Ilisu Dam," noting that "the water storage in Turkey's reservoirs and dams on the Euphrates River can be released in quantities for the purposes of energy operation in the entire reservoir, as there is 25 billion is left behind, which is a very large amount, and if Turkey had released a reasonable amount of it to Iraq, the situation would have changed radically.”
    He stressed that "the reflection of this issue was very negative on the Euphrates River, and the picture currently reflects the extent of the difficulty and danger of the region in southern Iraq, especially in Dhi Qar Governorate, as the levels in the river have become the lowest and the river has become a very simple stream with very limited drainages. As for the marshes, they have been affected." "To a very large extent, while there is water stored in Turkish dams that is subject to evaporation."
    He added, "We have treatments, but they have an effect. If we transfer 100 cubic meters from Tharthar, we need a larger quantity than this amount for next summer because it will be a difficult summer, and therefore we must think about increasing it. Therefore, we are thinking about importing modern pumps for the purpose of expanding pumping from Tharthar to the River Euphrates, and we are also transferring an amount from the Tigris to the Euphrates, but in reality it will put pressure on the Tigris.”
    He pointed out that "Turkey did not comply with Iraq's request to release 500 cubic meters per second from the Ilisu Dam, and what reached the Mosul Dam over the past two days of more than 500 cubic meters per second was due to the rain that fell in northern Mosul, Dohuk and Erbil, and not because of the releases from "Ilisu," stressing "his insistence on increasing the launches from Elisuo and the Euphrates, to secure Iraq's needs and enhance the reserves, which have reached their lowest levels."
    Regarding the winter agricultural plan, the minister said, “The Ministry has set water at 1,500 million dunums for surface water, and 4 million dunums for groundwater, and it is committed to that.”
    He stated that "the lands received a first irrigation, but the danger in the second irrigation is the retention of rain, despite the fact that the weather is currently cold and the first irrigation of the land will be sufficient to continue for more than a month," expressing his hope that "there will be more rain that will contribute to improving the situation." ".
    He concluded by saying, "The Ministry has now restored its procedures in confronting the situation, especially the Euphrates River, so that it maintains the flows, which will be reflected in the water situation in the areas of the Al-Anhar Brigades in Nasiriyah, Al-Chibaish, and Suq Al-Shuyoukh, which need support."
