Observers classified 2023 as a year of achievements for the government that was formed 15 months ago, despite the presence of political and security challenges.
The government was able to proceed with its government program, in addition to promises from the Prime Minister that next year will be a service excellence par excellence.
The academic and researcher in political affairs, Dr. Abdul Aziz Al-Issawi, in an interview with Al-Sabah, considered that the government was successful based on two important criteria. The first is the extent of its commitment to the government program, as it is so far almost the first government to mention the government program, and we have become accustomed to previous governments talking about Its program is only on the first day and then you forget about it, adding that the second criterion is to accomplish what can be accomplished, such as the elections, which were considered successful by all standards in terms of electoral support and security and took place without problems.
He pointed out that the citizen sees an unprecedented service campaign compared to previous governments, indicating that in addition to this are subsidies, grants, and an increase in beneficiaries of social protection.
Al-Issawi pointed out that the appointments had a positive impact on the economic reality, stressing that these criteria can be used to judge that the year 2023 is the year of the beginning of establishment and completion, and if the government completes its mandate during the next two years, we will see the cutting of the opening ribbon for important projects. He stated that successes do not mean the absence of challenges, the most prominent of which is the political challenge, and when political pressure eases, the achievement will double, explaining that the government has undertaken the tasks of the governorate councils, despite the Prime Minister not having a free hand in choosing his government team.
For his part, researcher in political affairs, Dr. Mujasha Al-Tamimi, told “Al-Sabah”: It is not the job of the Prime Minister to follow up on issues related to the service aspect because his tasks are greater, and it is assumed that the governor is the one who bears responsibility for the service aspect in addition to the role of the Baghdad Municipality, adding that the institutions The state in Iraq is not functioning normally, so the Prime Minister was forced to intervene and take to the streets in order to monitor and hold accountable.
Al-Tamimi pointed out that we must remember that the coalition that nominated the Prime Minister did not give him sufficient opportunity to choose his ministers and special ranks, so the proxy management of state institutions was not eliminated, and this is what caused a delay in the implementation of the government program, continuing that the Prime Minister is trying to implement his program under the circumstances. Difficult, and what has been achieved in the service aspects is acceptable.
He added that the Prime Minister was able to continue the policy of not entering the country into the policy of axes, which spared Iraq many crises, stressing that the challenges of poverty, unemployment, rampant weapons, drugs, and stopping political incursion into state institutions are major challenges that need to be addressed with all authorities and must not be blindsided by the head of authority. Executive alone.
