    The Iraqi society is threatened by a danger no less terrifying than the Corona epidemic, represented by the spread of the phenomenon of “usury”, the victims of which are increasing day after day, and despite the religious and legal deterrent in Article 465 of the Iraqi Penal Code No. 111 of 1969, which stipulates that “... “With imprisonment and a fine, or one of these two penalties, anyone who lends money to another with an apparent or hidden interest that exceeds the maximum interest rate that can be legally agreed upon,” but it did not represent a real deterrent to stopping its spread.
    Financial distress 
    The phenomenon of usury has witnessed a significant increase recently due to financial hardship and the weakness of the souls of some who prey on troubled waters, as the citizen is forced to borrow whatever the interest. Thus, usurers have spread in this manner that violates religion, the law, and social norms, and under the names of operating money, selling in installments, or dealing in real estate.
    Observers and stakeholders have diagnosed the spread of usury cases in popular circles, through many of those who have money lending to citizens according to what is called “Al-Fayez.” Moreover, this matter was not limited to popular circles, but rather extended to large and small institutions such as companies and banking offices that lend to citizens in return. Great benefits and their cards are held to receive salaries on their behalf.
    Suicide besieges families
    The Director of the Human Rights Commission in Diyala, Salah Mahdi, confirmed today, Thursday (January 25, 2024), the recording of suicide cases caused by “usury” that has besieged some families in the governorate.
    Mahdi told "Baghdad Today", "Through follow-up with health institutions, 33 suicide cases were documented in Diyala during 2023, in addition to dozens of attempts that were saved at the last moments, for both genders."
    Mahdi added, "The causes of suicide are multiple, but psychological pressure due to poverty, drugs, and debts was noticeable in several cases," noting that "borrowing from some usury offices and the accumulation of debts on their owners led heads of families to commit suicide because they lost their homes and everything."
    He pointed out that "usury is an epidemic that threatens Iraqi society and its victims are increasing day after day," pointing out that "recording suicides of some of the victims of this epidemic requires efforts to contain this forbidden act and creates multiple problems." 
    Parliamentary movement
    Last July, Representative Alaa Al-Haidari submitted a request to the Presidency of the House of Representatives to legislate the law against the phenomenon of usury, accompanied by the signatures of 82 representatives.
    Al-Haidari affirmed in his previous tweet: “We pledge to the people to bear the legal and legitimate responsibility by working to legislate the law against usury, after its spread and expansion in various forms and in a way that threatens Iraqi society,” stressing that “those with weak souls who exploit their economic situation to maximize their money without effort at the expense of the needy.” And borrowers.”
