16 Guidelines for Developing Electronic Payment Services

A few hours after launching the implementation work on three different projects for additional complex units for generating electricity, Prime Minister Mohammed Shia al-Sudani issued 16 directives to develop electronic payment systems and services. According to a government source, "the Prime Minister reviewed the field supervisory reports related to the implementation of these services in various Iraqi ministries and institutions, and directed to take a package of relevant measures with follow-up of their implementation by specialized committees."
The source stated that "al-Sudani directed the Ministry of Planning to cooperate with the Central Bank of Iraq and the World Bank to establish a national budget allocated to support and develop digital payment systems across the country."
He also directed "all ministries, including the Central Bank, to prepare an electronic cash flow statement periodically to ensure financial transparency, determine liquidity and manage risks, which contributes to improving financial planning."
The source continued, "The Prime Minister directed that ministries and government institutions establish strategic partnerships with banking and non-banking financial institutions, as well as technology institutions, and adopt effective action steps for cooperation and exchange of proposals and expertise." The directives also included "the Central Bank of Iraq preparing what is necessary to cancel the prepaid ceilings for cards used locally to ensure wider and more flexible use."
Meanwhile, Al-Sudani stressed during his reception last night of members of the House of Representatives for Anbar Governorate, the Governor of Anbar, and members of the Provincial Council, the importance of enhancing cooperation and coordination between the executive and legislative authorities, and emphasizing the integration of work between local governments and provincial councils.
He also pointed out the need to avoid overlapping between members of the House of Representatives and members of provincial councils, and the need to prioritize the national interest over political calculations, and that serving the citizen be the ultimate goal for all.
