    What was recently revealed in a leaked audio recording of the head of the Tax Authority confirms that the extent of corruption in this important institution is very large, although at the same time it did not constitute any surprise because this institution has previously opened numerous files on corruption operations taking place in all its departments spread throughout the governorates, but there was no seriousness in holding those involved accountable.

    The Tax Authority is not the only institution tainted by corruption and waste of money. There are institutions no less important than it that support the public treasury and generate huge amounts of money, such as the General Customs Authority, the Ministry of Communications, the Communications and Media Authority, and other municipal departments in all governorates of the country.
    Observers of the government's performance agreed that the government succeeded in the service aspect, but it did not achieve important steps in the file of combating corruption, as well as in the field of the exchange rate. 
    Member of the Parliamentary Finance Committee, Representative Moeen Al-Kazemi, confirmed that the current government headed by Prime Minister Mohammed Shia Al-Sudani did not make progress in the field of combating corruption and rationalizing and controlling departments, despite its general orientation towards reform, as stated in its government program voted on by Parliament.

    Al-Kadhimi said in a statement to / Al-Maalouma / agency, "Unfortunately, many executive officials continue with their previous methods despite the Prime Minister's intervention in the details of those departments, as the audio leak of the Director of the Tax Authority indicates the extent of corruption in the facilities of institutions that generate money for the state treasury, including the Tax Authority, the Customs Authority, the Ministry of Communications, the Communications and Media Authority, and other departments that collect money." 
    He added, "The Prime Minister, as the first official, must pay serious attention and prioritize the automation of those departments because they constitute a source of financial revenues, and according to estimates, they reach more than 30 trillion dinars annually and can cover more than half of the salaries paid by the state."
    He indicated that "the government has made great strides in the field of providing services, but so far it has not progressed in the field of combating corruption and rationalizing and controlling departments despite its general orientation towards reform as stated in its government program voted on by Parliament." 
    The estimates issued by the Parliament's Finance Committee have indicated corruption operations in the country amid weak oversight with the exacerbation of Iraq's losses due to financial corruption crimes and damage to public funds.
    For his part, a member of the Parliamentary Integrity Committee, Basem Khazal Khashan, criticized the reality of the tax system in Iraq, stressing that the General Tax Authority is "one of the most corrupt government departments."  
    Khashan said in a previous statement to / Al-Maalouma /, "The General Tax Authority has been proven to be one of the most corrupt departments, as evidenced by the corruption it witnessed due to the theft of the century case, which was carried out by Nour Zuhair Jassim in agreement with its employees."
    He pointed out that "all tax departments in Baghdad and the governorates are involved in corruption," indicating that "the tax system in Iraq is not clear as there are no explicit penalties for those who fail to pay taxes," adding, "Therefore, everyone evades taxes, in addition to the fact that there is a defect in the auditing process for individuals and companies subject to taxes." 
    A member of the parliamentary integrity committee called for "rewriting all laws related to taxes," noting that "tax employees complicate procedures based on personal justifications, as most employees obstruct procedures in order to gain profits from this complexity."
    He pointed out that "the Finance Committee is supposed to take this step," expressing his hope that "the House of Representatives will move towards amending the laws and the same applies to the government by amending the regulations so that the state's rights are fully guaranteed." Yesterday,
