    Since it was proposed by Prime Minister Mohammed Shia al-Sudani, the issue of the three budgets in Iraq continues to become increasingly complex and wanders between the corridors of government and parliament, and sometimes stumbles into the doors of expenditures, appointments, and project budgets, at a time when the bet remains that the budgets will proceed for the sake of economic stability in the country.
    In this context, the member of the Finance Committee in the Iraqi Council of Representatives, Moeen Al-Kadhimi, explained that the government had to send the budget tables, especially since this budget does not include texts and formulations except in Article 12, secondly, which includes recalculating the costs of producing and transporting crude oil from the Kurdistan Region with new figures reaching $ 16 per barrel.

    Al-Kadhimi explains that these figures are not the same as in the 2023 budget, which was calculated in line with oil production in the south, but as mentioned, the costs of Kurdistan oil are higher than the costs of oil production in the south, and this amendment is a first stage, and it is supposed that this file will be presented to the Finance Committee in the Iraqi Council of Representatives next week for the purpose of reviewing, studying, and reading it first and second readings, and then voting on this amendment.

    Al-Kadhimi stressed that this amendment will affect the budget schedules, especially the operational ones, considering that the costs of producing crude oil are included in the operational schedules that will increase by 400,000 barrels of oil exported daily from the Kurdistan Region, so the costs will be estimated accurately, and for this reason the sending of the budget schedules for 2025 was delayed.

    He pointed out that the justification for not sending the budget schedules is that Article 12 must be amended to enable the government to send the budget schedules, considering that amending Article 12 will affect the results of the operational figures, otherwise the Ministry of Finance can calculate the required operational investment for 2025, and the Ministry of Planning is the one that estimates it for ongoing and new projects for the governorates and ministries.

    Al-Kadhimi added that the Finance Committee believes that the budget should be in the amount of revenues that will not exceed 150 trillion for 2025, and 120 trillion can be consumed for operational, including oil production costs, and 30 trillion for investment for projects implemented in the governorates and ministries.

    Al-Kadhimi points out at the end of his speech that if the tables are not sent, the 2024 expenditures can be approved and spending continues, considering that the budget is three-year, but this change and amendment to Article 12, second (c) is what made it obligatory for the government to amend this article and the House of Representatives to ratify it and then send the budget tables.
