    The European experience in transitioning from representative democracy to participatory democracy has always been a natural transformation of a long political process. As a result of the failure of the first stage, the role of the citizen in the representative institutions of society has been marked and the political process has shifted towards bridging the gap between political society and civil society. , As a form of the desire for political contracting between the state and society, which proved the shortcomings and imbalances in the orientation of representative democracy, and its limited in translating the various aspirations of the community groups to participate in making the map of comprehensive development.
    It is not easy for the European community to reach this new approach. If the society did not produce an active and knowledge-based citizenship culture, it would rely on renewable approaches and channels of open communication to involve the various actors economically, socially and culturally as key components in achieving comprehensive development. Vital to the various social groups, by mobilizing the efforts of all parties by the state, which waives the role of executor of decisions and projects to the role of activator and the process.

    Activating participatory

    In order to activate the participatory principle, the Hawkamah Center for Public Studies organized a training workshop for the definition of participatory democracy. The director of the center, Montasser Al-Eidani, said, "In cooperation with the Konrad Adenauer Foundation, we held a workshop to train civil society activists to introduce this type of democracy."
    "There is still a clear gap between local governments and civil society and their organizations, which is causing a slow pace in finding suitable solutions for the citizen through his applications in ways that are far from the official."

    Some pointed to the importance of involving academics, media professionals and intellectuals in discussing decisions and informing them of the mechanism of implementation to gain more confidence in local governments and to benefit from all the experiences in the management of state institutions.

    Open Doors Policy

    During the workshop, Professor of Political Science at the University of Baghdad Riyad Al-Zubaidi talked about the new mechanisms of modernization of representative democracy, and Zubaidi that the multiplicity of mechanisms that embody the principle of participation in decision-making and the difference in terms of the degree of impact and the basis of participation in it. The policy of open doors included the right of citizens to know inputs and outputs Projects and decisions and follow-up implementation, and this policy depends on mechanisms that countries that try to apply this shift in political systems to rely on several options are the most important:

    The referendum

    The referendum is guaranteed by the right to associate all citizens (eligible to vote) without exception.

    Consultation

    Through the opening of channels of dialogue with citizens and the local government can agree on one of the proposals submitted by them.
