The Finance Committee in the House of Representatives revealed, on Sunday, the reasons for the rise in the deficit in the 2020 budget over the year 2019 budget.
The committee’s rapporteur, Ahmed Al-Saffar, said that “the draft budget is still in the hands of the government, and it was not sent to the House of Representatives, because the government does not have the authority to send it.” Noting that "before the end of the legislative holiday, the Chairman of the Finance Committee sent a letter to the General Secretariat of the Council of Ministers and the Budget Authority of the Ministry of Finance, noting that the Council went to the legislative holiday."
He explained, "All parliamentary movements regarding the passage of the budget are illegal," noting that "the Financial Management Law indicates that the laws must be sent from an authentic government and not the government of everyday matters that do not have the authority to send laws."
He added, “According to the Financial Management Law, the state will work with a 12/1 budget from the budget law of the previous year 2019, and it means that work will be carried out according to everything that was spent in 2019 month after month, and that the operational spending includes only salaries, wages and daily obligations, except for the budget Investment. Al-Saffar pointed out that "working with this form of the Financial Management Law will stop the work of projects.
