    Many object to our criticism of the deteriorating political and economic conditions in Iraq, which has become the main topic in what we write in articles and what we write on our personal pages on social media and through our personal pages. This objection may be logical, if we look at it from the angle of remaining within the circle of diagnosing errors.
    But I believe that the academic and cultural elites in Iraq are faced with a historical and moral responsibility. After eighteen years of changing the political system in Iraq and the transition from dictatorship to the adoption of democracy, these elites need a historical trial to experiment with transformation, because the political class has become professional by falsifying history through its positions that contradict its rhetoric. Its denial of its ideology, which was and still carries the political parties' titles, as well as their justifications that try to evade responsibility for ruin and the loss of the opportunity to build a state of democratic institutions.
    Perhaps I will recall here the book (The Republic of Fear) by Professor Canaan Makiya and how he worked to document the typical authoritarian state administration of the system of violence and terrorism, as it was a testament to a painful and tragic era in the contemporary history of Iraq. Makiya says in the introduction to his book: "Fear was not a secondary or accidental matter, as in most" normal "countries. Rather, fear became a formative part of the components of the Iraqi nation." Because of the violent practices of murder and displacement, “the victim and the tormentor were instilling the same values ​​by which he lived and governed. Over the course of a quarter of a century, the processes of establishing judgment were carried out on principles of mistrust, suspicion, conspiracy, and betrayal that in turn left no one but She infected him. "
    And it seems that the exchange of roles between the victim and the tormentor put us in the circles of chaos, as instead of having a democratic system of government, the political class focused on consolidating the rule of oligarchies that derive the symbolism of their leadership from the pre-state affiliations: religion, sect, nationality, and tribe. As a result, the chaotic policies accumulated for eighteen years, which became the system that governs political action.
    Therefore, we find many leaders of the political class openly acknowledging the failure of the political system and its inability to perform the jobs desired by the citizen. But when youth protest movements calling for reform come out, they are faced with brutality and force, and are subjected to a campaign of arrests and physical liquidation. One of the connotations of the Republic of Anarchy is that the roles of the official security forces and the non-state power groups in the face of the demonstrations are exchanged!
    Iraq has gone through all the pathological symptoms that result from changing totalitarian regimes, from civil war, confronting rebel groups and rejecting political change, the emergence of warlords and leaders, and the emergence of mafias. But if chaos establishes political norms and practices, this is the real catastrophe that befell the country and the people! Even though elections are held every four years, these elections cannot produce a government until after the princes of the political sects agree, and the matter does not stop at this point, rather the government will not be approved without the presence and outside interference!  
    In the Republic of Anarchy, the government is not an agent of the state, but rather the agent of the political oligarchies that swallow the state and its institutions, and therefore the government's main task is to manage the state's economic rents in the interest of the parties and the political class. What remains of this rent is distributed as salaries to government sector employees, and even these salaries provided by the government are considered an achievement that deserves praise and gratitude from the citizens.
    The level of devastation can be diagnosed in the Republic of Anarchy, as only in Iraq governments talk about "space personnel"! This designation was not a media mockery, but rather a diagnosis of a problem in the calculations of the number of employees in the government sector announced by former Prime Minister Dr. Haider al-Abadi. If Mr. Al-Abadi’s talk is about the armed forces ’personnel, the Minister of Planning and Finance in the Al-Kazemi government confirm that the government does not have accurate statistics on the number of employees!
    Neither the government nor the political class were sincere in one saying before the people in the republic of chaos, except in the statement of recognition of the existence of corruption and its dominance over all the joints of the state. Former Prime Minister Adel Abdul-Mahdi had identified them in forty homelands, but he did not move in the face of these citizens! The current Minister of Finance, Ali Abdul-Amir Allawi, talks about the loss of between 100-150 billion dollars, which are the sums that have been illegally seized over the past eighteen years, and he admits that only 10% of the border crossing imports reach the state treasury, because they are under the control of Militias and armed groups outside the state!
    Governments and the political class are intent and deliberate to perpetuate anarchy; Because it is the only way for it to remain in the power system, in a country where the standard of political professionalism is limited to appropriating state resources and working to achieve the interests of neighboring countries at the expense of the interest of Iraq. As there is no logical explanation between the global classification of Iraq among the ten most producing countries of oil, but at the same time it imports gas from Iran to cover its needs for the supply of electric power, and imports oil derivatives to meet the needs of local markets!
    The leaders of the Republic of Anarchy cannot help but make us live in the unknown and expect that the next will be worse and not bear a glimmer of hope, as the political class has failed to adopt clear and explicit procedures for transitional justice as the main pillar in overcoming the effects and remnants of the republic of fear. But the rule of political oligarchies succeeded in establishing the republic of chaos, and if Meccan book “The Republic of Fear” is primarily concerned with the horror stories that have turned into a rule, ”it seems that we need to write about the“ Republic of Anarchy, ”revolving around stories of devastation and corruption left by the political class. Ruling and became the base governing the political system.
