Regional salaries increase the operating expenses of the budget

Representatives and observers saw that after the Federal Court issued a ruling obligating the payment of the salaries of the region’s employees, this would lead to an increase in the operating expenses of the budget, especially since the region did not provide Baghdad with the names of its employees’ lists and whether the numbers for which it is demanding salaries are real or not.
Member of the House of Representatives, Nazem Al-Shibli, said in an interview with “Al-Sabah”: “The federal government was giving salaries to the region in advance, and the government is continuing with the issue of advances, because the problem has not been fundamentally resolved yet, especially with the region not handing over any amounts from oil revenues or from outlets for the central government.”
He added, "The origin of the budget that was built in 2023 was for the region to hand over 400,000 barrels to Baghdad for the budget, and this did not happen, and the delivery of other revenues from the regional government to the center did not happen, so the government was giving salaries to the region in the form of loans," explaining that “Political problems are not supposed to be reflected in employees’ salaries, which is the argument that the regional government clings to.”
He continued: “There is a bigger story in this file, which is who are the region’s employees? Is this number and the sums that go to the employees?”, pointing out that “the government is asking for statements of the number of employees, but they do not arrive, as there is a blurring of information, which is what puts There are doubts regarding these amounts, but if they are real, it is the government’s duty to provide them with them.”
