House of Representatives vote on the Law of the Ministry of Foreign Affairs and finished reading the four laws and a report on the conditions of Diyala

House of Representatives voted in its eighth legislative term first legislative year fourth, which was held under the chairmanship of Osama Najafi, head of the House of Representatives and in the presence of 236 deputies today Thursday, 7.18.2013, on the draft law of the Ministry of Foreign Affairs as well as an end to the first reading and the second of four laws and a report on the conditions of Diyala .
At the beginning of the meeting initiated by any of the Holy Quran the Presidency decided to postpone the vote on the draft contract law and treaties submitted by the Committee on Foreign Relations.
As the Presidency postponed voting on the proposed law on the Iraqi national anthem and the report of the Commission on Culture and Information to reach an agreement between the parliamentary blocs.
And completed the Council vote on the draft law of the Ministry of Foreign Affairs and sponsored by the Foreign Relations Committee to strengthen the role of the Republic of Iraq in international and regional forums and in line with the Constitution and the legacy of civilization heritage of the Iraqi people and the need for a law to regulate the structure of the Ministry of Foreign Affairs and enable it to achieve its objectives and carry out its responsibilities and the performance of its functions the best face.
After the Council ended the first reading of the draft law on ratification of the Convention on multimodal transport of goods between the Arab countries and submitted by the Committees on Foreign Relations and services, reconstruction and that comes based on the desire of the Republic of Iraq in promoting and organizing cooperation in the field of multimodal transport of goods and for close cooperation between the countries of the Arab League in economic affairs and finance, organize and facilitate the movement of goods between the territory.
On the other hand followed the parliamentary committee problem regarding the events in Diyala, a report which condemned all terrorist and criminal operations that targeted innocent people in the province stressing the importance contain the crisis and follow the ways that prevent sedition confirmed that the unity of Diyala, a key goal.
The Committee felt that the security situation in Diyala dangerous which requires the participation of committees on Security and Defense, clans and displaced persons in coordination with the Vice Diyala and governmental committee to prevent the deterioration of security and stay away from media statements that give rise to unrest, demanding commissioned a working group of the Office of the Commander in Chief of the Armed Forces to oversee the security forces in Diyala as well as working on the return of displaced families and compensated and resorting to the judiciary.
In turn, stressed Mr. Najafi, the importance of cooperation between the parliament and the government to confront terrorism as a key issue for success, especially in Diyala, alluding to communicate with the Prime Minister during the past few days, pointing to the existence of the attention of government through the formation of a government committee on this matter.
After the Council voted on the introduction of parliamentary committees to coordinate with the State Committee for the supervision of calming the situation in Diyala.
On the other hand completed the second reading of the draft law on ratification of the Agreement between the Government of the Republic of Iraq and the Government of the State of Kuwait on the organization of maritime navigation in the Khawr Abd Allah and submitted by the Committee on Foreign Relations and Legal.
In the interventions of Representatives ladies and gentlemen MP Jawad Albzona, the breadth of discontent in Basra citizens of the injustice done to them because of agreements with Kuwait, noting that the Khawr Abd Allah waterway Iraqi side did not have any Kuwaiti participate in it.
The MP demanded reproach league not to pass a law that the Khawr Abd Allah historic entitlement, noting that Iraq has suffered from the Kuwaiti policies.
MP Hamid called Buffy to re-Convention while the interests of Iraq and bind all official bodies no agreements in the official languages ??of Iraq.
He MP Abbas al-Bayati, that the system former hyper rights Iraq while the current system seeks to minimize the damage and protect the rights noting that militancy political and media discourse does not serve the development of the new Iraq.

And Bahaa al-Araji noted that the Khawr Abd Allah is subject to the supervision of the Iraqi side since the founding of the Iraqi state, calling for the resolution of all disputes with Kuwait under one agreement without fragmentation.
He said MP Abdul Khader al-Tahir said the agreement with Kuwait to upholding the sovereignty of Iraq being concerned with hydro corridor as it's adjustable.
While high Nassif MP stressed that the Convention not be considered within the international resolutions, which impose on all MPs not to vote for them.
Ray MP Hassan Sinead, said the agreement aims to regulate navigation in the Khawr Abd Allah in international waters.
In response to the interventions confirmed the Foreign Relations Committee, the inability to amend the Convention, putting the House of Representatives before the option of rejection or acceptance, noting that the agreement achieved in Iraq's interest running joint Khawr Abd Allah after Kuwait was the mind for a long time, noting that the failure to sign the agreement will keep sovereignty over the Khawr Abd Allah of Kuwait.
The Board completed the second reading of the draft law on ratification of the Convention on the promotion and protection of investment between the Government of the Republic of Iraq and the Government of Japan submitted by the committees of economy, investment and foreign relations.
In interventions, ladies and gentlemen deputies confirmed MP Ashwaq dry the importance of the Convention in the interests of the country demand the Ministries of Health and Environment to monitor the implementation of the Convention.
The MP Bayazid Hassan on the need to ratify the Convention because of its Japan of a major development in various fields.
MP Abdul explained Hussein Abtan to and presence of large Japanese desire to enter the Iraqi market and invest in it, which imposes speed up the vote on the Convention.

For its part, the Committee confirmed that agreement will be an attraction for Japanese companies to work in Iraq.
The Council ended the second reading of the proposed engineering and Appropriations Act submitted by the committees of financial services and reconstruction.
In interventions, ladies and gentlemen of Representatives MP Ihsan al-Awadi, the importance of being a law for specific slice serve the country.
He MP Shirwan Waeli that the grant allocations engineers contribute to the success of the work assigned to them.
The MP called on the victory of good to put specific mechanisms and controls for the granting of allowances for engineers and calculated their work in the private sector in the event of service appointment.
She MP Hanan al that the importance of the law is fairly engineers who are exposed to great danger in the field of their work.
For his part, urged Attorney Hussein ??????? to take into account the development engineers to take advantage of their experience and competence in the reconstruction of the country.
The deputy proposed Kazem Bahadli adjust the amount of allowances granted to engineers, according to the geographical location and standards of competence and experience.
