"
    The report attributed the causes of pollution to " the failure to adopt health contexts in the sterilization halls of operations and galleries of birth, and use it for the purposes of storage and the use of a gas expired , " asserting that "these pollutants many diseases may cause such as meningitis and cerebral bacteremia , which may lead to the patient 's death."
    On the other hand , the report noted , "low in the proportions of the implementation of the completion of many, for the rehabilitation of hospitals and other set up a new investment budget projects, and planned implementation in 2014, also revealed the existence of cases of embezzlement and fraud and theft is not reported contrary to Article 18 of the Office of Financial Supervision Act No. (31) for the year 2011 (revised) ".
    The Supreme Audit had recommended that the Department of Health of Baghdad, in previous oversight reports take the necessary measures to deal with cases of pollution measures, and speed up urging the contractor companies with the completion of projects and accounting lagging companies, and the need to report cases of embezzlement and theft in a timely manner and take legal action right, is that any of these recommendations and procedures have not come into force.
