Party and clan interference distract the Diyala Council from the performance of its functions

The Diyala provincial council on Saturday attributed the weakness and neutralization of its oversight role in the governorate and government institutions to tribal and partisan influences, overlapping of powers with ministries, and some armed threats.
"The current provincial council has suffered a lot of interference and partisan and tribal influences, along with the threats of some parties, which has greatly affected its oversight and legislative role over the past years," said Khader al-Obeidi, Secretary General of the Council.
"The influence of the parties and some other parties and the repercussions of the security situation, along with the absence of budgets and funds and the disruption of projects, which undermined the role of the Council and reflected negatively on the service situation and urban."
Al-Obeidi added that " Despite the problems and challenges faced by the Council, but he was able to legislate important laws is an achievement of the province, most notably the law of collecting local revenues and directing them to finance important service projects and the successful disengagement of most of the departments of the ministries and the transfer of powers to the province, which succeeded in securing the salaries of more than 90 thousand employees without hesitation or Delay "Obeidi, to" the success of the provincial council to replace a number of department managers, even in certain percentages because of the effects and overlaps of powers with the ministries in the past, "revealing the existence of" changes in the departments of the province has been through the interventions of politicians and deputies in coordination with ministers
"We hope for their political blocs," Obeidi pointed out, "the escalation of the supervisory role of the provincial council in recent times and making successful decisions contributed to solve and address many of the administrative and service problems in the province."
