    [ltr]German Chancellor Angela Merkel and her conservative Christian Democratic Union have agreed to measures to limit the number of refugees in Germany as part of a settlement with their Bavarian allies in the Christian Social Union party, sources close to the negotiations said.[/ltr]
    [ltr]The initial agreement, reached after a day of negotiations in Berlin, aims to end a two-year conflict between the two allied parties and will thus allow the formation of a new government that also includes other parties after the parliamentary elections held at the end of September.[/ltr]
    [ltr]"There is an agreement in principle, we still have to work on the details of the final agreement," a source close to the negotiations told AFP.[/ltr]
    [ltr]The central point of this settlement is the acceptance by the chancellor and her party, for the first time, of some form of ceiling for an acceptable number of asylum seekers.[/ltr]
    [ltr]Until recently, Merkel had opposed it.[/ltr]
