    The federal government is waiting for the judiciary to decide on four cases related to the constitutionality of the referendum held by the Kurdistan region last September, two of which were presented by the Council of Ministers. It seems to resort to the judiciary acceptable way for both the federal government and the territorial government to get out of the node that hinders the start of comprehensive negotiations to discuss the outstanding issues between Baghdad and Erbil.
    The Kurdish parties assert that the decision of the Federal Court will be binding on all parties. 
    Until such proceedings are settled before the Federal Court, the Territory waits to send its negotiating delegation to Baghdad. 
    In addition to the question of the referendum, the cartel of the crises of the two sides has been frozen in the technical negotiations to complete the deployment of the federal forces in the north and east of the province of Nineveh to the Fishkhabur crossing. In addition to that, a government and parliamentary effort to reduce the share of the province in the budget next year, which is what the Kurdistan side wants to discuss during a delegation visit to the federal capital. 
    "The Kurdistan Regional Government has expressed its full readiness to negotiate with the federal government unconditionally to resolve all the points of contention," says MP Zana Said, a member of the Kurdistan Islamic Group bloc, accusing Baghdad of trying to "get more concessions before starting negotiations."
    "The central government is waiting for the results of the four cases brought before the Federal Court relating to the constitutionality of the referendum held by the Kurdistan region," revealed Zana Said, in a statement to (the extent) yesterday, "noting that" two of these cases submitted by the Council of Ministers, Two by two deputies ". 
    The Kurdish MP that "these cases were submitted through the Prosecutor of the Federal Court, which will issue a resolution on the constitutionality of the referendum in the coming periods," asserting that "the decisions of the Court and binding to all authorities in Iraq, which will solve all the problems and differences and will pave the way for the negotiations between the parties." 
    The Judicial Council has issued a ruling to prevent the holding of the referendum before it was held last September. 
    Last week, the Federal Court issued an interpretation of Article 1 of the constitution, which banned the separation of any province or province from the country.
    This came in response to a request from the Council of Ministers to interpret Article 1 of the Constitution. Article 1 states that "the Republic of Iraq is a single, sovereign, independent federal state and a republican parliamentary parliamentary system." 
    The court said that "this article and other relevant constitutional articles confirm the unity of Iraq," noting that "Article 109 of the Constitution also obliges the federal authorities to maintain this unit." 
    The Federal Court issued its decision by a majority of its judges, supported by six and opposed by three. 
    "The Kurdistan Regional Government does not have the authority to cancel a popular referendum except through the Federal Court, which has the right to decide on such decisions that will be binding on all federal authorities," he said, predicting that "the absence of the representative of the Kurdistan region to the court will push it to Issuing a decision in absentia. "
    On 4 October, the Federal Court abstained from expressing its opinion on the constitutionality of the referendum without listening to the Kurdish side. 
    All technical committees formed by the federal government and the Kurdistan region were suspended to discuss the deployment of the federal armed forces in the disputed areas and the management of the border file after the Kurdish side withdrew from the redeployment agreement. 
    Federal forces stopped advancing towards the Feshkhabur crossing after violent clashes with the Peshmerga forces earlier this month. The Prime Minister announced the suspension of progress and giving 24 hours to the technical teams to facilitate the deployment of federal forces and the extension of the deadline for more than once. 
    For more than two weeks, the federal delegation with his Kurdish counterpart several rounds to reach an agreed formula for the deployment of federal forces in the areas of eastern Nineveh and its north.
    "The government has a number of measures before entering into any negotiations with Erbil concerning the redeployment in all disputed areas, the holding of borders and the subjection of foreign trade, including oil, to the authority and supervision of the federal government," Saad al-Hadithi, a government spokesman, said. "Activating these actions on the ground as a basis for starting a dialogue for the remaining outstanding problems." 
    Al-Hadithi said in a statement to Al-Mada yesterday that there was a delay in the work of the joint technical team, whose task was to solve the problem of the spread of the federal forces in the disputed areas and the handing over of the border crossings, noting that "the team has made a great deal of negotiations during the last period, Without resolving these issues and files. "

    But MP Mohammad Osman, a member of the Patriotic Union of Kurdistan, confirms the existence of arrangements for the visit of a high Kurdish delegation to Baghdad in the coming days, expected to visit in more than a week. 
    The media close to the Prime Minister has revealed to the (range), last week, the existence of a rapprochement between the federal government and the Kurdistan Regional Government of the declaration of an agreement has been working during the past days to manage the crossings and border areas in a joint manner, but the dispute is about Baghdad supervision of the administration Regional finance, airport management and customs collection. 
    "There are US and United Nations mediators to bring the views of the federal government and the Kurdistan region closer to the abolition of the referendum and the spread of federal forces and the border file," MP Mohammad Osman told Al-Mada.
    With regard to reducing the share of the province of the federal budget, the MP for Kirkuk, "Kurdish forces conservative on the draft budget, with regard to reducing the share of the region to 12%." He pointed out that there are significant problems related to the salaries of the region's employees, which require solving this problem in the public budget.
