    The land, sea and air borders reopened on Sunday after a 24-hour closing in conjunction with the general vote in Saturday's elections. 

    The agency said in a statement that it reopened all ports of land, airports and ports, at 12 o'clock on Saturday night, and start its normal work. 

    The head of the armed forces, General Haider al-Abadi, issued an order on Wednesday, May 9, to close all border crossings, airports and ports for 24 hours during the elections.

    So Abadi is still in charge and still has a seated government.

    The GOI is still the seated government and that won't change until a new government is formed.
