    [ltr]Two-thirds of the UN Security Council members today expressed "deep concern" over the failure to implement a resolution in 2016 calling for an end to Israeli settlement construction on land Palestinians want to establish their state.[/ltr]
    [ltr]A letter from 10 members of the 15-member council coincided with UN Secretary-General Antonio Guterres with the largest number of Palestinian deaths in a single day since 2014. Israeli forces killed dozens of Palestinians who took part in protests on the Gaza border as the states opened United States Embassy to Israel in Jerusalem.[/ltr]
    [ltr]Bolivia, China, Ivory Coast, Equatorial Guinea, France, Kazakhstan, Kuwait, the Netherlands, Peru and Sweden said in the letter: "The Security Council must stand behind its decisions and ensure that they are meaningful. Otherwise we risk undermining the credibility of the international system."[/ltr]
    [ltr]The Security Council had adopted a month before US President Donald Trump took office in January 2017, a resolution calling for an end to Israeli settlement construction that won 14 votes with the administration of former President Barack Obama voting. Trump denounced the resolution and called on the United States to use its veto power.[/ltr]
    [ltr]The United Nations envoy to the Middle East, Nikolai Mladenov, told the council last year that Israel was flouting the request for a halt to settlement construction and that both sides were ignoring a call to stop provocation and incitement.[/ltr]
    [ltr]The signatories said they were writing "to express our deep concern over the failure to implement" the resolution.[/ltr]
    [ltr]The 10 members also called on Guterres today to begin submitting his quarterly reports on the implementation of the resolution in writing rather than orally.[/ltr]
    [ltr]The resolution also affirms that "it will not recognize any changes to the June 4, 1967 borders, including with regard to Jerusalem, other than what the parties agree through negotiations."[/ltr]
    [ltr]Israel considers Jerusalem its capital while Palestinians want East Jerusalem as the capital of their future independent state.[/ltr]
