    The United Nations Human Settlements Program (Habitat) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) presented the initial planning framework for the reconstruction of Mosul, presenting views on how to "better reconstruct the city" of the population of Mosul.
    More than 100 participants from local government, the private sector, civil society organizations and UN organizations gathered in the Nineveh Governorate building to discuss priorities and recommendations for the reconstruction of Mosul, with particular attention to the Old City.
    The event highlighted complex challenges and ensured rapid reconstruction while protecting the heritage and historical features of the Old City.The problems faced by Mosul in the housing sector and the urgent need to support vulnerable returnees whose homes have been completely destroyed have also been addressed, which continues to be a major obstacle to the return of displaced persons in the camps to Mosul.
    The governor of Nineveh, Nawfal Sultan, pointed to the prominent role of the United Nations organizations in the reconstruction of Mosul, stressing the importance of cooperation between government agencies, United Nations organizations and the people of Mosul. He also expressed his hope for a better rebuilding of Ninewa, asking for continued support from the international community.
    Marta Ruids, Deputy Special Representative of the Secretary-General, United Nations Resident Coordinator and Humanitarian Coordinator, explained that the framework provides a comprehensive and integrated approach to the reconstruction of Mosul, noting that the highest priority is to protect heritage sites in the Old City from further damage as analyzed and recommended under the work.
    He called on the Sultan and Ruwais to form a specialized committee to follow up and ensure the adoption of actions recommended by the relevant authorities and implemented in a timely manner.
    The framework will be finalized and distributed to key stakeholders, including national and local government counterparts, representatives of civil society, the private sector and society, United Nations organizations and donors, after collecting comments and observations.
