Iraq faced a new challenge: the international community's outrage at Baghdad's discriminatory policy of dealing with minorities. According to information obtained by "Arabs" from senior diplomatic sources in Baghdad, the State Department is about to place Iraq in a very low rating, in terms of assessing the treatment of governments with ethnic and religious minorities.
The US State Department informed its Iraqi counterpart that it is necessary to take the necessary measures to protect the country's minorities, especially Christianity and Yazidis, which suffered greatly when ISIS swept large swathes of Iraq in the summer of 2014.
The sources said the State Department's alert to its Iraqi counterpart included a hint that "the Shiite majority may be practicing ethnic cleansing against some minorities," stressing that "this type of breaches falls within the red circles of the United States and other important countries."
In a meeting on the sidelines of the UN General Assembly in New York, US President Donald Trump told his Iraqi counterpart Barham Salih, "the need to protect Iraqi religious minorities and counter Iran's actions and destabilizing influence."
Although Iraq, with international assistance, has almost completed the restoration of all ISIS-held territory, the return of minority populations to their areas from which they were displaced in 2014 remains stalled, as a large segment of Christians refuse to return to their homes in Nineveh due to the control of Shiite militias Pro-Iran on them. In Mount Sinjar, also in Nineveh, where the Yazidis' main stronghold is, residents of the minority are still barred from returning to their areas due to disagreements between Massoud Barzani's Kurdistan Democratic Party (KDP) and Iranian militia leaders insisting on deploying fighters in the area.
In neighboring Salah al-Din province, Asaib Ahl al-Haq militia, led by Qais al-Khazali, refuses to return the Sunni population to a number of areas, citing the facilitation of ISIS in controlling the area in 2014.
Sunni, Christian and Kurdish minorities reside in the Kurdistan region, where international organizations can communicate. But all initiatives to return minorities to their areas face objections, usually from pro-Iranian militias. In the Nineveh Plain region, Christian and network militias have concluded an agreement with Iranian parties, guaranteeing military control of the area.
Christian militias led by Rayan Chaldean and network militias led by Waad al-Qadu, who are close to Iran, impose royalties on goods entering and exiting the region, impeding trade. As a result, these and other neighboring areas registered a new but reversible displacement after the 2014 displacement, with minority residents returning to their areas shocked by pro-Iranian militias taking control of their property.
It is widely believed that Tehran's desire to deepen its presence in minority areas in northern Iraq would be a major obstacle to any government trying to normalize security there to allow the return of the population.
