MP Muhammad Shiaa al-Sudani called, Thursday, for the government to establish a national fund for "development and investment" to build strategic projects in the country, in order not to miss the opportunity to increase oil prices.
Al-Sudani said in a statement that Mawazine News received a copy of, that "in light of the successive financial and economic crises and the state of frustration that prevails in the country's public scene, solutions need bold and courageous decisions and statesmen thinking and planning for the future properly."
He pointed out that "these challenges have always generated real opportunities, as we follow the increase in oil prices, whose barrel price exceeded the $ 70 barrier."
And Al-Sudani stated, "Since the price fixed in the budget is 52 dollars, meaning that the difference will be around 12 dollars, it will generate a surplus of about 14 billion dollars annually, which can be increased if the price increase continues."
He stressed that "here I find a cause for national interest to re-present a proposal that I had previously presented before embarking on the discussion of the 2019 Budget Law, and unfortunately, he did not find listening ears at the time, and I find that the time is very appropriate for us to establish a fund (for development and investment) and guarantee this by adding an article in the budget law." In 2021, to invest in increasing oil revenues to be (the fund's capital) and to be used only to finance major development projects. "
A member of Parliament explained that the major strategic projects include:
* The Faw Grand Port project.
* Industrial City - Al-Faw.
* Construction of Maysan, Dhi Qar, and Fao refineries
* Associated gas investment project.
* Al-Nebras Petrochemical Project.
* Construction of the Faw railway - Turkey - Europe.
* Establishment of phosphate and nitrogen fertilizers factories.
* A project to cultivate one million dunums in the Badia of Najaf and Samawah.
* Building ten thousand schools.
* Building integrated residential cities instead of random settlements (excesses).
Al-Sudani pointed out that, "if the establishment of the fund is initiated, it will push international financing institutions to contribute and support the financing. The formation of the fund will also create job opportunities and end the suffering of young protesters and graduates."
And he demanded that "all job seekers are invited and classified according to their certificates and specializations to register in employment centers. For those who need vocational training, they are entered into intensive training courses for the purpose of acquiring skills according to training curricula agreed upon with international companies specialized in the above-mentioned projects in order to employ them as soon as they start these projects," The trainees are given lump sum financial grants for the duration of the training.
Al-Sudani noted, "The importance of the fund being linked directly to the prime minister and managed by an elite group of employees who have the highest levels of competence, integrity, diligence, and a good career."
Contracts are also made with legal, technical and financial consultants to support government agencies during the stages of preparation, contracting and implementation of projects, and the contracting formula for some projects is according to the method (BOT build, operate, transfer) or establish mixed companies whose shares are offered for subscription to citizens or through investment or tender, provided that Fund projects are excluded from instructions for implementing government contracts and instructions for implementing the budget.
