    [size=45]The  MP for the Saeron Alliance, Riyad Al-Masoudi, said, on Sunday, that the party responsible for preparing budgets is the Iraqi government, the final account and development plans, and that the role of the House of Representatives is either to transfer between chapters and chapters or reduce the overall budget numbers or increase them in emergency cases in consultation with the government.

    [size=45]Al-Masoudi added in a statement to NRT  today (March 28, 2021), “So there are four stages that the budget goes through, the first being prepared by the government, the second by the Finance Committee, the third by political forces, and the fourth by the House of Representatives, and now it is in the stage of political forces, and this is according to Parliamentary system ”.[/size]
    [size=45]He continued, "And now and under the pressure of the street and the influence of the elections and personal desires and work entrusted to the political forces, these four variables factors contribute effectively to bringing about broad changes to this budget."[/size]
    [size=45]He explained, "The political forces have changed about 80% of the budget that came from the Finance Committee, and we are waiting for the last moments to reach understandings."[/size]
    [size=45]And, and that "there is a set of obstacles, foremost of which is related to the export of oil and its mechanisms by the Kurdistan Regional Government."[/size]
    [size=45]He continued, "The second forms are related to the exchange rate of the dollar, and the third obstacle is to find job grades for holders of higher degrees, free lecturers, contracts and whose contracts have been canceled and others, and the other problem is the distribution of revenues to the governorates," the regional development budget, which is still a real obstacle, and other sub-points.[/size]
    [size=45]He went on to say that the budget has two dimensions, after a professional and political one, and that the last dimension is dominant, and because of it, the budget for the years 2014 and 2020 has not been approved.[/size]
    [size=45]He stressed that "the budget will not pass easily, but rather unfortunate concessions.[/size]
