Just a few hours after the 2021 budget was published in the Al-Waqa'iq newspaper, a number of economists and observers discovered that the newspaper had published tables that did not match the budget voted upon by the House of Representatives after it was amended.
The tables published in the Al-Waqae 'newspaper showed numbers related to the first copy of the budget sent by the government to the House of Representatives, not the ones that were amended and voted on by Parliament, as the tables contained a number about revenues and expenditures, the size of the budget of 164 trillion dinars, which is the number included in the first version, not 129 One trillion, the number voted upon after the budget amendment in the House of Representatives.

Economic specialist Nabil Al-Marsoumi said in a post titled “Two budgets in one budget,” while he continued sarcastically that “it is natural that the final figures for public revenues and public expenditures are published in the budget, and not as stated in this budget, which has published two different versions of public revenues and public expenditures. The first is those presented by the government in its first and second versions, those that were legislated by Parliament and approved in the Budget Law No. 23 of 2021 for the federal budget of Iraq for the year 2021 and published in the Iraqi newspaper Al-Waqi’a No. 4625.
