Baghdad invests in an important international conference to raise water disputes
Baghdad/ Firas Adnan
Iraq has an opportunity to raise its water problems with neighboring countries during a conference organized by Baghdad, which kicked off yesterday, discussing the water file and climate variables with an international presence.
The Ministry's spokesman, Ali Radi, said, "The work of the second Baghdad Water Conference was launched yesterday under the auspices of Prime Minister Mustafa Al-Kazemi, which was organized by the Ministry of Water Resources, and its topic is (Water and Climate Changes)."
Radi added, "The conference's goal is to achieve sustainable development of water resources in the conditions of climate change that have afflicted the world."
He pointed out that "Iraq was affected by these changes, which was classified as one of the five countries most affected by climate changes."
Radi pointed out that "Iraq's damages were represented by a lack of water revenues, at a time when we have gained experience in dealing with this file, whether externally or internally, and the procedures related to the water sector in order to reduce the damage."
He believed, "The meetings, communication and other types of discussions are very important, as they give international, Arab and regional support to Iraq's position to obtain its rights to water and share the damage."
He stressed, "This conference is the second after we held its first edition about a year ago, and it came out with a set of recommendations that were discussed with all parties."
And he added, "Yesterday witnessed the first day of the second conference, which is an extension of what we reached in the past, and what we reached in the past has been worked on, interacted with, moved forward with important steps and achieved part of it."
Radi added, "The current efforts are focused on achieving integration, and the goal is to ensure Iraq's share of its water entitlements."
For his part, the Ministry’s advisor, Aoun Diab, stated that “the importance of the conference lies in presenting the water file; It is considered one of the main and important issues in Iraq.”
Diab continued, "The conference is the second, and we are working to make it a tradition every year during the month of March, as Iraq was suffering greatly from the issue of water and the shortage that was occurring as a result of two reasons, namely that we are a downstream country and our water comes from outside the country, and the second reason is climatic changes." The big one.”
He pointed out, "All international reports have concluded that climate changes affect the water situation, and appropriate measures must be taken to avoid future damage."
Diab stressed the importance of presenting the file in the presence of specialists from several countries, expecting that there will be meetings on the sidelines of the conference with delegations from upstream countries, especially with Turkey and Iran.
He continues, "Holding conferences is something that is being done in various countries of the world and has great effects, as it usually witnesses the presence of international organizations."
Diab stated, "Climate changes did not come from a vacuum, but there are countries that caused them, especially industrial ones, especially gas emissions, as the main reason for the increase in temperatures, in a way that affects the fragile countries, including Iraq."
He added, "Iraq wants to convey a message to the world that under the influence of these severe changes that cause it problems, it can give information about them documented by numbers in a way that made it difficult to provide drinking water."
Diab concluded, “The Non-Navigational Rivers Agreement expressly states that the upstream countries must use their waters in a fair and just manner and not cause severe harm to others, and despite the fact that Iran and Turkey have not signed this agreement, but this does not absolve them of this obligation as it arrived into effect.”
Iraq is trying to avoid the water crisis by communicating with the countries of Turkey, Iran and Syria, at a time when international measures have been taken to preserve its share of the rivers.
