    On Thursday and Friday, December 1 and 2, 2022, the Central Committee of the Iraqi Communist Party held its regular meeting.[/size]
    [size=45]The meeting began with standing a minute of silence in honor of the martyrs of our Iraqi people, and the comrades and friends of the party who left us during the recent months.[/size]
    [size=45]The conferees studied an organizational paper on the challenges facing the party in its work and ways to improve its desired role in political life, in defending the interests of our people and our country, and in adopting the issues of the poor, toilers and people with limited income. The Central Committee stopped at the mechanisms and methods that enable the party to build strong, mass and effective party organizations, and to strengthen its relations with workers, workers and social strata that suffer from marginalization and unemployment in the unregulated labor market, as well as its work among peasants and farmers and among women, youth and students, and activate its role in terms of activity. Cultural, literary and creative.[/size]
    [size=45]The meeting stressed the importance of mobilizing the energies of the party, its organizations and comrades, and raising the efficiency of leadership work at various levels, and the need to launch initiatives, overcome shortcomings and gaps, raise awareness through a systematic approach, and crown party work in all fields by achieving tangible political, organizational and public successes and goals.[/size]
    [size=45]The Central Committee studied a working paper on the elections, and the requirements for holding fair and just elections for the House of Representatives and the provincial councils, embodying the free will of the Iraqis, were discussed. The meeting adopted a number of related directions, calling on the party organizations and their comrades to prepare for the elections, in a manner that guarantees effective participation in them.[/size]
    [size=45]The meeting reviewed a report on the financial and administrative situation of the party, and the attendees stressed the importance of this aspect in the work of the party, and the continuity and continuity of its activities and events, and that the Central Committee and leaders of party organizations take steps to enhance the financial position of the party and diversify its sources of resources. In this context, the attendees stopped at the national campaign to build the new central headquarters of the party in Baghdad, expressing their thanks and appreciation to all the contributors for their support and generous donations. The meeting called for the continuation of the campaign and the doubling of efforts in order to move forward in completing the project and building the party's home... the Iraqis' home.[/size]
    [size=45]When studying a report on the work of the party's central specialists and in its organizations, the meeting stressed the need to improve its performance of its specialized tasks and its role in developing the capabilities of the party organization, and took a number of decisions in this regard.[/size]
    [size=45]The Central Committee has studied extensively and carefully the political developments in our country since its previous meeting (2-3 June 2022), and concluded that our country has witnessed changes, developments, and events that have put it in front of grave challenges, and that the successive crises associated with the rule of the quota system and corruption are still grinding our people, and with them poverty rates are rising. Unemployment, disease, underdevelopment and lack of services, and the inability of the influential to find solutions and remedies continues.[/size]
    [size=45]And while the political deadlock related to the formation of the government has ended, this does not mean the end of the comprehensive crisis, which is likely to worsen at various levels, as the country’s economic-social and living conditions continue to deteriorate with the absence of sound developmental economic policies, and the entrenchment of the corruption system, which is no longer afraid to reveal its scandals. out into the open! The role of the bureaucratic, parasitic and comprador groups, which formed alliances and understandings with many influential political, economic and financial decision makers, became stronger. In connection with this, the gap widened and became abysmal between the extremely wealthy and the overwhelming majority of citizens, and the state of social inequality and class division in the country worsened, as a result of the failed approach adopted by the forces of quotas and corruption in managing the country, its resources and wealth.[/size]
    [size=45]In the current circumstances, pressure must be exerted to invest the financial abundance, mainly achieved thanks to the rise in oil prices, in a way that properly changes the composition of the national income and state revenues in favor of those derived from the productive sectors, especially agriculture and industry, and the trend towards creating balanced and sustainable development pillars that improve the standard of living and provide services to citizens. Job opportunities for them, and this is what must be adopted, and not resort to politicized and clientelist employment. This, in turn, calls for a comprehensive review of education in its various stages, and rebuilding it according to actual need, in addition to developing national professional competencies and capabilities.[/size]
    [size=45]The meeting affirmed that the new government came in accordance with the usual quota mechanisms. Rather, the will of the quota forces went beyond naming ministers, and moved to an open struggle over special grades. External wills played an influential role in the process of forming the government, according to the calculations of international and regional interests of external actors and their role in Iraqi affairs.

    The meeting renewed the party's firm position in its rejection of the quota approach, and its adoption as a principle in the process of forming previous governments, and the formation of the current government as well, whose steps, procedures and decisions we monitor, and we take positions on it and its decisions in accordance with the interests of our people, while the certainty is firm that the government is based on a failed approach, not It can go beyond the limits of what is drawn for it by the political forces and blocs participating in it and supporting it. This reaffirms the urgency of our people's need for a political alternative that rejects the quota system and corruption, and establishes promising steps on the road to comprehensive change. It must also be said that it is not enough to look at what is written in the ministerial curriculum, but rather that the criterion for what it includes is actually achieved and verified, and the extent to which this reflects positively on the lives and livelihood of Iraqis and the services provided to them.[/size]
    [size=45]On the other hand, the conferees emphasized that the overall conditions of the country, the methodology for forming the government, and the current realistic data, make the issue of early, fair and impartial parliamentary elections a necessity that should not be delayed. Refusal to hold early parliamentary elections is something that cannot be tolerated or ignored. Rather, political and popular pressure must be continued to secure the holding of these elections, as stated in the ministerial curriculum.[/size]
    [size=45]The meeting stressed that the battle to confront the corrupt and the corrupt, with their capabilities and interactions with the decision-makers, the influential and the militia mafias, will not be easy, and that limiting and winning it requires mobilizing the capabilities of all national elements and energies, official and popular, and launching the “national campaign to combat corruption” in word and deed. And that this campaign includes specific declared goals and concrete procedures and steps. This also requires ensuring the rule of law, establishing a state of institutions and monopolizing weapons, and dismantling militias.[/size]
    [size=45]The Central Committee indicated that the Iraqi society is witnessing a continuous social movement, which is manifested in the form of political and demand protests, widespread grumbling, and indignant criticism on social media. With the continuation of the same policies linked to adhering to the quota approach and the repercussions it causes, it is likely that we will witness a major social explosion, led by the poorest social strata and groups affected by the ruling system.[/size]
    [size=45]The meeting announced that the Communist Party, which rejects, in principle, any aggression or violation of Iraq's sovereignty and independence, under any pretext and from any party, renews its demand for all parties to respect this, stop the Turkish and Iranian military aggressions, and remove the existing bases. At the same time, it stands in solidarity with peoples and their natural right to struggle and work to achieve their aspirations and goals, and stresses the importance of mutual respect for the sovereignty of countries and the sanctity of their lands, and that the federal government and the regional government are required to work to stop the repeated aggressions in various diplomatic, economic and commercial ways, and to defend the country and maintain its borders and independence. and provide security and stability for citizens.[/size]
    [size=45]On the other hand, and in connection with water scarcity, drought and environmental challenges facing Iraq, the meeting confirmed that it has become urgent for government agencies and relevant state institutions to move in several directions to secure a fair share for Iraq, and to deal economically, commercially and politically with Turkey and Iran in light of their positions on the water issue. This requires more pressure, away from narrow calculations, to extract an acceptable share for Iraq in the waters of the Tigris and Euphrates rivers, and for Iran to reconsider its harmful and harmful unilateral measures. It is also necessary in these critical circumstances for the government to provide all forms of support and assistance to farmers and peasants, including those who were forced to leave their land and emigrate from it under the pressure of drought.[/size]
    [size=45]The Central Committee concluded that the current circumstances that our country is going through, the repercussions of regional and international developments, and the enormous challenges facing our people and our country, require communists to work vigorously and actively to improve the role of the party, its organizations, comrades, and the masses of its friends, and move effectively, actively, and diligently to build strong, cohesive mass party organizations, and build bridges. Cooperating and coordinating with various groups and social strata, especially those affected by the domination of the quota system, corruption and uncontrolled weapons.[/size]
    [size=45]These challenges also place on the communists, the forces of the Democratic Current, other civil and democratic forces, the forces of the political movement, and all the fighters and workers for comprehensive change, the task of continuous and diligent work to build an organized and strong popular opposition movement, and to move together with clear horizons and goals to change the balance of power and defeat The system of the quota approach, breaking the monopoly of power and building a broad national and democratic alignment, nourishes moving forward on the path of comprehensive change and building a national democratic alternative, a state of citizenship, institutions, law and social justice.[/size]
