    Today, Monday, the Prime Minister, Mr. Mohamed Shia Al-Sudani, chaired the ninth regular session of the Council of Ministers, during which they discussed the developments in the situation in the country, and discussed a number of vital files, in addition to discussing the topics on the agenda, and taking the most important recommendations and decisions in their regard.
    The Council of Ministers started the session by examining the security situation in Kirkuk Governorate, following the security breach that led to the martyrdom of a number of heroes of our armed forces. The Minister of Interior presented a briefing in this regard, and the measures taken to prevent the recurrence of such breaches.
    In the context of the session, and with the aim of supporting the weak and fragile groups, and giving the displaced the utmost importance, the Prime Minister directed the Ministry of Trade, in cooperation with the private sector companies supporting the ministry, to prepare food and in-kind aid that includes (22) items, and distribute them among the camps for the displaced within Nineveh Governorate (Al-Khazir, Hassan Sham, Isan, Yuto, Mam Rashan).
    And based on the continuous directives of His Excellency the Prime Minister to support the segment of the poor and people with limited income, and what was included in the ministerial platform to provide support to these groups, the Council of Ministers decided to add and increase the foodstuffs shown in the table below for the segment of the poor, and those with limited income and those covered by social protection for food basket items established under Paragraph (3) of Cabinet Resolution (60 of 2021) regarding the financial allocations for the Ministry of Commerce, as follows:
    - Increasing sugar to 1 kg per person
    - Increasing cooking oil to 1 liter per person
    - Adding tea at a rate of 200 gm per person
    - Adding milk at a rate of 250 gm per person
    - Adding zero flour at a rate of 1 kg per person.
    In its agenda, the Cabinet discussed the efforts made by the engineering and service effort team, and its continuation in providing services to disadvantaged residential areas. With the aim of achieving the main objectives of the team, which are in line with the government’s ministerial curriculum, the Cabinet approved the following:
    1- Authorizing the service and engineering effort team, in coordination with the relevant departments, to carry out infrastructure works for areas of agricultural type owned by the state, or by third parties, or burdened with disposal rights. Which has become the reality of residential areas within the boundaries of the basic designs of the city of Baghdad or the municipalities in the provinces.
    2- The General Secretariat of the Council of Ministers will follow up with the House of Representatives, to complete the procedures for enacting the law of allocating agricultural lands and orchards located within the basic design of the city of Baghdad and municipalities, issued by Cabinet Resolution (207 of 2019).
    In order to continue work on the development of the capital, Baghdad, and to advance its service situation, the Council of Ministers decided the following:
    - Extending the implementation of Cabinet Resolutions (377 of 2021 and 214 of 2022) regarding authorizing the Baghdad Municipality to direct implementation and division of single work for projects to develop shops and streets in the capital, Baghdad. Within the operating budget for the next fiscal year until the end of 2023.
    The Council of Ministers discussed the work mechanisms of the Iraqi Drilling Company, and overcoming the obstacles facing its workflow, as the Council approved the recommendation of the Ministerial Council for Energy (50 of 2022) as follows:
    - Renewing the exclusion of the Iraqi Drilling Company from the two methods (sole offer and direct contracting) set out in the instructions for executing government contracts (2 of 2014) to enable the Ministry of Oil companies to refer drilling and reclamation work to the Iraqi Drilling Company for being exclusively specialized in this field.
    The session witnessed the discussion of the Basra refinery project - cracking by catalyst (FCC), in its fourth phase, and its basic requirements, as the Cabinet approved the following:
    1- Approval of the financing conditions established in the Ministry of Finance’s letter No. (11518) dated December 11, 2022, and authorizing The Minister of Finance has the authority to sign a loan agreement financing the Basra Refinery Project - Catalyst Cracking (FCC), Phase IV, funded by the Japan International Cooperation Agency (JICA), based on the provisions of Article (5/First) of the Emergency Support for Food Security and Development Act (2 years) 2022).
    2- Inclusion of the fifth phase of the project within the Federal General Budget Law for the fiscal year / 2023.
    The Council of Ministers discussed other issues on the agenda, and issued the following decisions regarding them:
    First / Approval of a draft law ratifying the agreement to avoid double taxation and prevent evasion from paying taxes on income and capital Money between the government of the Republic of Iraq and the government of the Republic of Turkey, prepared by the Council of State, and referred to the House of Representatives based on the provisions of Articles (61/ item first, and 80/ item second) of the constitution.
    Second / Approval of the draft law ratifying the Arab Protocol to Prevent and Combat Maritime Piracy and Armed Robbery annexed and complementary to the Arab Convention on Combating Transnational Organized Crime, prepared by the State Council, and referring it to the House of Representatives based on the provisions of Articles (61/ item first, and 80/ item second) from the constitution.
    Third: Cancellation of the Cabinet’s decision (242 of 2021) regarding the appointment of (Ali Jassim Yusef Mohsen Al-Yasiri) as deputy head of the Border Crossings Authority, for violating the service condition mentioned in Article (1 / Fourth) of the Border Crossings Authority Law (30 of 2016).
    Fourth / Not working on the collection of customs duties and tax amounts in advance stipulated in Article (16 / Fourth) of the Federal General Budget Law for the fiscal year 2021, because it will expire at the end of the fiscal year 2021, with an emphasis on the General Authority for Customs and the General Tax Authority to collect those customs fees and amounts Taxes on goods entering Iraq at the border crossings.
