    On Friday, the Federal Integrity Commission called for transferring the trade exchange areas of the Zurbatiya border crossing and other outlets from the Iranian side to the Iraqi side. To enable the authorities in charge of the port to supervise, monitor, and verify, in a clear and proper manner, the incoming consignments.

    The Department of Prevention in the Authority confirmed, in a report it prepared on the visit that its field team made to the General Authority of Customs; To see the customs exemptions at the Zurbatiya crossing in Wasit Governorate, Nass (February 10, 2023) followed it up, stating that "this measure will contribute to controlling smuggling and the introduction of goods not covered by the exemption and prohibited goods that pose security and health damage, and in order to prevent waste of public money and protect the national product.  
      
    The department, and in the report sent a copy of it to the Office of the Prime Minister, the General Secretariat of the Council of Ministers, the Border Crossings Authority, the General Authority for Customs, and the General Directorate of Industrial Development, “proposed reducing the margin of customs exemptions for productive goods and limiting them to the government sector, and granting regulated exemptions to the private sector that includes imported productive and semi-manufactured materials.” In the national industry, in addition to the serious follow-up by the General Authority of Customs of the import licenses issued by the General Directorate of Industrial Development, the National Investment Authority, and the General Company for Exhibitions and Production Services, and holding them legally responsible for the licenses issued by fictitious projects or quantities outside the need.  
      
    It also recommended "coordination between the General Authority for Customs and the relevant authorities, for the purpose of standardizing procedures at border crossings and conducting on-site inspection of projects before exemptions are issued and allowing the entry of materials," noting that "the report monitored violations of the extraction quantities determined in the books to facilitate the task and the continuation of work on their permeability and the introduction of Unauthorized materials in the customs declaration, contrary to the controls.  
      
    The department stressed "the importance of expediting the maintenance of sonar devices and scales at the port, activating the connection to the electronic calculator system, and providing the necessary allocations to the General Authority for Customs to start working on (the electronic customs declaration system); to reduce extortion, bribery and tax evasion, noting that most of the sonar devices and scales are out of order. Pregnancy, despite the presence of its stamps on the customs transactions.  
      
    She explained, "The need to expedite the activation of the (electronic permit) system to eliminate red tape and speed in completing transactions, and not to allow the entry of goods for the benefit of fake projects, in addition to unifying the customs procedures with the Kurdistan region, with reference to the application of the (electronic permit) system, which relies on a database Integrated customs declaration procedures at the border post that was established by the Calculator Department of the General Customs Authority at the two ports (Mandali and Al-Mundhariya), which are considered among the least ports in terms of commodity exchange movement, while it is supposed to be applied in the two ports (Zurbatia, Umm Qasr), after which they are the most ports. movement of demarcated and exempted goods.  
      
    The department noted, "The weak role of the inspection and control departments, legal affairs and customs matters in conducting inspection visits and periodic reconciliation between exemption books and incoming materials, and insisting on adopting the paper system in transactions, which facilitated some people resorting to circumvention and circumvention in entering unmarked goods, pointing out that there is no rule Accurate data in the electronic calculator section, after noticing a difference in the statistics of exempted and designated imported goods.  
      
    She pointed out, "There are no deterrent penalties against the transgressors of the export agents or their collaborators among the customs employees and other working parties, just as the Gumraqi campus is managed by many parties that claim responsibility for managing the port, as well as other influential parties."
