Representatives: The government is discussing the budget this week, and Parliament will not delay in approving it

Representatives confirmed that the Council of Ministers is preparing to discuss the draft budget law in the middle of this week, stressing that its approval will not take long in Parliament after it reaches it, while they talked about an agreement to make the percentage of the Kurdistan region 14%.
Representative Ali Al-Bandawi said, “The Ministry of Finance informed Parliament that the Council of Ministers will discuss the draft budget law this week.”
Al-Bandawi continued, "Indications we obtained indicate that the Ministry of Finance has completed most of the provisions of the law, and is preparing to refer it to the Council of Ministers in preparation for sending it to Parliament."
He pointed out, "The law had reached the approval stage in the government, but the decision to change the exchange rate of the dollar from 1,450 dinars to 1,300 dinars imposed a review of its provisions."
Al-Bandawi stressed that "dialogues are continuing with the Kurdistan region regarding its share in the law," pointing out that "the percentage that will be agreed upon for the region is 14%."
And he stated, "Indications are that the law will be presented for discussion within the Council of Ministers in a session next Tuesday, and we do not rule out its approval in the same session, which is possible."
Al-Bandawi stated, "Parliament does not want the budget to include a large planned deficit, and it will work to address it through its constitutional powers in transferring and reducing the total budget amounts."
And he added, "The current political situation helps to pass the law, in light of previous agreements between the blocs that undertook the process of forming the government."
Al-Bandawi ruled out, "The law was long delayed in the House of Representatives, given that all political forces are fully aware of the details of the budget, and the same applies to parliamentary committees."
And he continues, “The law will not be delayed for more than thirty days in parliament, through the first and second reading, then voting and completing the issues related to the issue.”
Al-Bindawi went on to say that “most of the blocs have representatives within the cabinet, especially the State Administration Alliance, and this matter helps them to access information about the budget, as is the case for parliamentary committees that follow up on ministries that fall within their sector of work.”
For her part, Representative Sarwa Abdel Wahed stated, "The cabinet is a political council that includes representatives of the large parties, and this means that all laws that are voted on within the government are accepted by its members and the blocs they represent."
Abdel Wahed continued, "The budget is one of these laws that will reach the House of Representatives in a manner agreed upon by the political blocs within the government."
She pointed out, "The budget, as soon as it reaches Parliament, discussing and voting on it will not take long."
Abdel Wahed reported, "The representatives have not yet seen the budget, but we have heard statements from Finance Minister Taif Sami that the project will be sent to parliament this week."
And she went, to «the inability to determine the existence of problems within the law or not in light of the lack of access to the law to parliament».
Abdel Wahed concluded that “a political agreement will take place before the budget is submitted to parliament, and that the differences between the federal government and the Kurdistan region have been settled within the state administration coalition in a way that prevents an obstacle to passing it.”
On a related note, Representative Moeen Al-Kazemi stated, "The budget law for the current year was calculated on the basis of 1,300 dinars per dollar, based on a recommendation from the Central Bank and was recently approved by the Council of Ministers."
Al-Kazemi added, "This issue will not be reconsidered, but on its basis, the Ministry of Finance has undertaken to calculate the budget again."
He pointed out, "It is hoped that the law will be returned to the government during the last days of this month, and it will not be delayed any longer."
Al-Kazemi stressed that "the dialogues with the Kurdistan region have reached advanced stages, and this was evident through the meetings that the Kurdish delegation conducted with the federal ministries last week."
And he added, "The State Administration Coalition is working on implementing all previous agreements, especially those related to the legislation of the budget law, as it represents the ministerial platform of the government of Muhammad Shia'a al-Sudani."
Al-Kazemi spoke about "many service projects that will be included in the law, and the House of Representatives will work to approve them by voting on the budget."
And he warned, "Some blocs and provinces submitted many requests, bringing the total budget to more than 200 trillion dinars, which is a very exaggerated number."
Al-Kadhimi concluded, "Parliament is keen to reduce the deficit rate in the law, by making use of all revenues, whether oil or other, and what we have left from the funds of the Emergency Support for Food Security and Development Act."
