[size=45]The Parliamentary Finance Committee suggested that the 2023 budget from the government will reach Parliament during the current week, calling for expediting the sending of the draft law and clarifying the reasons for delaying the draft.[/size]
[size=45]And she confirmed that the passage of four months into the life of the government is sufficient to complete the draft law and send it to the House of Representatives, while indicating that there is a committee that will be formed to coordinate between the government, the Finance Committee and the House of Representatives regarding the 2023 budget.[/size]
[size=45]A member of the Parliamentary Finance Committee, Mueen Al-Kazemi, says, “The draft financial budget law for the year 2023 proposed by the government has a financial ceiling of about 200 trillion Iraqi dinars.”[/size]
[size=45]Al-Kadhimi added, "The financial budget is supposed to be submitted to Parliament during the current week," expressing his hope that "the government will be ready next March to implement the draft budget."[/size]
[size=45]And he indicated, “The financial budget will include an increase in the number of employees by converting many contract holders to permanent owners,” noting that “the number of employees will reach about 4 million after contracts are confirmed in the 2023 budget.”[/size]
[size=45]He explained, "The ministerial curriculum of the government of Prime Minister Muhammad Shia'a al-Sudani depends to a large extent on the financial allocations that come from the budget, especially in terms of implementing service projects."[/size]
[size=45]Al-Kazemi pointed out, “The dialogues between the Baghdad government and the Erbil government have reached certain consensuses in this regard, so there is a real desire among the political blocs to pass the draft budget law.”[/size]
[size=45]And he continued, "The bill set a price for a barrel of oil estimated at 65 dollars, with exports of 3.5 million barrels allocated to Iraq from OPEC, provided that the exchange rate for the dollar is 1450 dinars."[/size]
[size=45]The financial budget for the year 2022 was not approved by the Council of Ministers and Parliament due to the turmoil that Iraq witnessed after the early elections in October 2021.[/size]
[size=45]In turn, the other deputy in the committee, Ahmed Mazhar Al-Jubouri, says that “a committee will be formed to coordinate between the government, the Finance Committee and the House of Representatives regarding the 2023 budget.”[/size]
[size=45]Al-Jubouri, who is the first vice-chairman of the committee, called on the government to “expedite sending the draft public financial budget, and reveal the reasons for its delay.”[/size]
[size=45]He pointed out, "Four months have passed since the age of the government, and this period is very sufficient to complete the draft law and send it to the House of Representatives."[/size]
[size=45]Al-Jubouri went on to say: “We, as a financial committee, are committed to sending an official letter to demand that the budget be sent after a long time has passed for it to be included in the government, and it must abide by its legal and constitutional responsibility.”[/size]
[size=45]After the end of the crisis, with the agreement of the political blocs to elect the President of the Republic and to grant confidence to the government of Prime Minister Muhammad Shia’a al-Sudani, the latter pledged that he would present the draft federal budget law for the year 2023 as soon as possible.[/size]
[size=45]For his part, a member of the House of Representatives, Thaer Makhaif, says, “The delay in sending the draft budget for the current year by the government to the House of Representatives for a vote on it is due to the differences of the Kurdish forces and the lack of unification of visions within the Kurdistan region,” adding, “The other matter is related to the turmoil that occurred in the exchange rate dollar in the local markets.[/size]
[size=45]He added, "The delay in approving the budget and sending it from the government to Parliament may be the result of these two reasons, and when the government overcomes these two obstacles, we hope to send it to the House of Representatives to be voted on."[/size]
[size=45]And the member of the House of Representatives explained, “All ministries have completed their budgets and financial needs, which expedites the sending of the budget.”[/size]
[size=45]The size of the Iraqi federal budget for the year 2021 was more than 101 trillion dinars, and the price of oil was estimated at $45 per barrel, but the price of oil has risen to nearly double that price.[/size]
[size=45]For his part, the researcher in economic affairs, Safwan Qusay, says, "Iraq is looking forward to implementing more than 600 programs within the 2023 budget."[/size]
[size=45]Qusai continued, "In order for us to have the ability to fight corruption, the federal ministries must be transformed into a fully automated system."[/size]
[size=45]The economic researcher said, “Talking unemployment and poverty requires a review of social care salaries, and this matter is related to the budget.”[/size]
[size=45]The fiscal year covered by the general budget law ends on December 31 of the same year, and the financial management law, which requires the disbursement of one-twelfth of the actual spending in the previous year, is in effect until the issuance of the new general budget law.[/size]
[size=45]The exchange rate of $100 has reached more than 165,000 Iraqi dinars, while fears are increasing that the crisis will continue to rise, leading to an increase in merchants’ losses due to recession, and an increase in social unrest, including an increase in suicides due to the deterioration of the economic and living conditions to more than 700 cases, according to the Strategic Center. for human rights in Iraq.[/size]
