The repetition of the scenario of parliament postponing sessions has become one of the features of parliament’s work in all sessions, in parallel with the inability of the political blocs to reach solutions to a number of problems, in addition to freezing or postponing some bills.
The House of Representatives used to postpone its sessions for half an hour or an hour, or for a day or two, and sometimes until further notice, especially with the failure to resolve political problems that cannot be bypassed, such as electing a president for the republic or approving or amending an important law, such as the election law, whose discussion was postponed to session next Saturday. Representative Badriya Al-Barzanji denied the existence of a valid reason for postponing the debate sessions, as this is usually an uncivilized situation.
Al-Barzanji explained to “Al-Sabah” that “there is a parliamentary debate about postponing the parliament’s sessions, and we suffer from a permanent problem that is not holding the sessions on time, as a time is set for the session that is not adhered to.” She added that “the representatives of the governorates are most affected by this postponement, and everyone complains.” without a real solution.
And she added, “No one knows the reason for the delay, and there is no specific answer,” noting that “there is a (group) for the parliamentary session, in which we register our complaint, but there is no solution.”
And she indicated that “in democratic experiences in the democratic world, appointments are set in general, and they are adhered to, except in specific situations,” noting that “the role of parliament is legislative and oversight, yet it does not respect time, and there is no session to be held on time.”
In turn, Representative Nour Nafeh told Al-Sabah: “In the event of disagreements over an item or law, it is subject to discussion, so the postponement is for half an hour or an hour, or until further notice,” pointing to “the possibility of political blocs resolving problems before the session.”
Nafie noted the existence of "the imposition of wills by the major political forces, through which the quorum of the session is broken to hold lengthy discussions on the controversial issue."
The writer and journalist Salam Al-Zubaidi attributed this phenomenon to several reasons.
Al-Zubaidi told (Al-Sabah): “The problem of parliament’s work is related to an important issue, which is that a member of Parliament’s work, positions, votes, and even his participation in the sessions depend on the bloc to which he belongs.”
He added, “This would affect the legislative work, because the moods of the blocs sometimes differ in laws, especially the controversial ones, and thus the representative is subject to his bloc and cannot violate it by attending the sessions or not.”
Al-Zubaidi continued, "The other thing that impedes the process of conducting the sessions is the failure of many deputies to attend the sessions, and their absences exceed the reasonable limit," criticizing "the failure to take any action against the absent parliamentarians in accordance with the rules of procedure of the House of Representatives."
And he indicated that “these and other reasons have made the legislative side revolve in a vicious circle, as its work is not compatible with the accelerated executive work, which seeks to achieve qualitative leaps in the economic and service fields,” stressing “the need for parliament to walk in a parallel line with the government side, and proceed to pass frozen laws.” A decade and a half ago, and not be transferred to the next session due to the continuous postponement of sessions.
