    [rtl]Many economists and specialists in monetary affairs differ in the way they deal with the management of large monetary institutions, and they thus follow multiple schools of economics, but the most important, most appropriate, and correct, in our opinion, are those who believe in the theory of harnessing institutions in the manufacture of comprehensive economic growth and development sustainability. It reflects positively on the very institutions that they manage.[/rtl]
    [rtl]The institution of the Central Bank of Iraq, especially after the change, went through various departments. Some of them believed in following a “protectionist” policy, isolated from the economy, were afraid to engage in making the general policy of the state, and preferred that the central bank become an isolated, closed, mono-activity institution. Focusing on the task of monetary circulation, and going so far as to turn the Central Bank into a secret of the mysterious secrets that everyone is ignorant of!

    While Dr. Ali Mohsen Ismail Al-Alaq represented another direction from the departments that took over this institution, he believes in the need to diversify the activity of the Central Bank, as approved by its law, and in a way that reflects positively on the institution itself, and before that on the overall economic activity within the state, without getting involved in that the Central Bank becomes part of the direct government activity, which would cause it to lose its independence that was provided to it by law, to ensure its ability to protect national funds, and also to draw up monetary policies consistent with the nature of the democratic system, which prevents individual persons in power from using cash for personal, factional, or authoritarian.

    During his tenure as Governor of the Central Bank of Iraq, Dr. Al-Alaq represented, for the first time, and now a good example of administrations aware of the importance of active participation in drawing up the state's economic policies in general, and also entering into the process of revitalizing the monetary sector in order to serve the development of the Central Bank's financial reserves, and moving the local market, what is the point of amassing piles of cash balances that are subject to market fluctuations, and the mood of supply and demand, without internal and external investments that are studied, systematically, and have clear economic feasibility?

    The current Central Bank of Iraq administration represented a golden opportunity for the private sector, for example, to truly cooperate with the Central Bank of Iraq, in building pioneering initiatives that contribute to the recovery of the national economy and the achievement of social welfare, without compromising the independence of the Central Bank or approaching its balances, which started with just simple steps. Contribute to the development of infrastructure in the areas of housing, industry and agriculture, and achieve ample benefit for the Central Bank itself.[/rtl]
