The head of the Fund for the Reconstruction of Areas Affected by Terrorist Operations, Engineer Saad Amin Faisal, stated that an updated vision had been adopted for the reconstruction of those areas that were damaged by the terrorist acts left by the terrorist organization "ISIS" during the period of its control over them in the last period.
Faisal told "Al-Sabah": "The Fund has begun implementing its reconstruction programs in accordance with the government program confirmed by Prime Minister Muhammad Shia'a al-Sudani, and away from political tensions and pressures, and to ensure that the proposed future projects fall within the Prime Minister's directives and conform to the government program."
And he indicated that he "directed the governors of those regions to expedite the submission of the proposed projects for the purpose of proceeding with the referral procedures and contracting for their implementation in accordance with the laws, controls and instructions granted to the fund's presidency according to the 2023 budget."
He explained, "The amount of 490 billion Iraqi dinars has been allocated within the investment plan, and the amount of 425 billion Iraqi dinars within the operational plan, as these amounts have been included in the Federal Budget Law, and the Fund will do its best to implement the two plans according to the highest specifications and within the time periods specified for them." Faisal added, "The referral of projects took place according to a professional and transparent mechanism, as well as project completion rates and work to expedite the completion of lagging projects, in addition to the fact that there are a number of projects that have achieved high completion rates, and there are a number of others under delivery during the coming days, and coordination is underway with the governors to open them soon so that the citizen can benefit from them."
The head of the fund called on "donor countries to increase contributions to support the fund in proportion to the large scale of destruction in those areas," explaining that "Iraq received promises of support from a number of donor countries at the reconstruction conference held in Kuwait," noting that "the fund is a coordinator for transferring grants and loans to ministries and beneficiaries in Iraq directly, and it is also a documentation body for project referrals by ministries and beneficiaries in those areas."
He pointed out that "Nineveh governorate is among the governorates that received the highest percentage of allocations, followed by the governorates of Anbar, Salahuddin, Diyala, Kirkuk, Baghdad and Babil, according to the data of the Ministry of Planning after returning to the area of these governorates, the number of residents and the size of the damage that occurred after its occupation by gangs of "ISIS".
And he noted that "working to increase coordination and cooperation by the governors in the coming period to obtain a high-level achievement in implementation according to the required specifications and within the specified time periods, and to proceed with the treatment of technical and other errors that accompanied the projects by the executing companies in the previous period," noting that "three projects were withdrawn from the executing companies because they exceeded the legal period for implementing the project and the formation of committees to investigate violations committed by a number of executing companies and to follow up on the observations made by the Office of Supreme Audit during the previous period, and to emphasize the highest standards in selecting the engineer The resident is by the beneficiaries in terms of experience and integrity, who has the greatest follow-up in the implementation of the project.
Faisal hinted that "the fund will work during the coming period to reopen its closed offices in some governorates and activate them after the freeze that afflicted them during the last stage, as their role was marginalized and their opinion was not taken even in the proposed projects in their governorates," noting that "the role of the offices will be great during the next stage, and they will have the role of monitoring and evaluation of projects that are under completion."
And he warned that "there is a plan to see the proposed projects in the field, visit them and see them to know their current reality, especially those that have priority in the government program and to provide services to the people of those provinces according to necessities and priorities."
Regarding the fund's law, he stressed that "among the recommendations of the Prime Minister's Office is to restructure the fund and go to the State Council in order to legislate a law of its own and give it a legal side."
And he indicated that “the fund will give infrastructure projects, streets and health centers a top priority, leaving those that drain the fund’s money and require many years to be implemented,” stressing that “there is a determination of large and strategic projects that do not exceed 50 percent of the allocations granted to the fund and the governorates, according to the directives.” And the head of the fund noted that "there is a reconstruction campaign and an updated vision for reconstruction, and the addition of important and vital projects such as bridges and intersections to relieve bottlenecks, and the governorates of Nineveh and Anbar preceded the rest of the governorates in implementing these projects," expressing his wishes that "the governorates have very good allocations so that they can develop plans and a vision for their development and be keen on their citizens, while the fund will be the supporting party for them in these projects, and all governorates must have modernity so that the citizen can Really craves this thing."
