A member of the Kurdistan Democratic Party, Wafaa Muhammad Karim, confirmed, on Saturday (August 26, 2023), that the Turkish Foreign Minister put forward a set of conditions during his recent visit to Baghdad and Erbil, in exchange for supplying Iraq’s water share and resuming oil exports through the port of Ceyhan, on top of which is the treatment of PKK members as they were dealt with. Iraq with the Iranian opposition, the People's Mujahedin Organization.
Karim said in an interview with "Baghdad Today" that "Turkey stipulated naming the PKK as a "terrorist organization" and dealing with it in the same way that it dealt with the People's Mujahideen, which is the Iranian movement opposed to the Iranian regime that was supported by Saddam Hussein's regime."
He added, "Turkey demanded the expulsion of the PKK and dealing with it as a terrorist movement, as well as a speedy implementation of the Sinjar Agreement signed between the Iraqi government and the Kurdistan Regional Government in 2020."
He pointed out that "Turkey also demanded the cancellation of the amount of financial compensation imposed on it by the International Court of Arbitration in Paris, estimated at one billion and 400 million dollars, as conditions for resuming oil exports and raising Iraq's water share."
And he indicated that "Turkey demanded goodwill from Iraq, and it will temporarily raise Iraq's water share, to see the extent to which its conditions are applied on the ground, and a full agreement will be signed during the Turkish president's scheduled visit to Iraq in the coming period."
Earlier, press reports revealed that Iraq and Turkey did not reach final agreements during Turkish Foreign Minister Hakan Fidan's visit to Iraq, while indicating that Erdogan's visit to Iraq is dependent on Iraq's response, which Turkey is still waiting for.
According to reports quoting a source in the Ministry of Foreign Affairs, Turkey is calling on Iraq to classify the PKK as a terrorist organization, and to work to prevent the use of Iraqi territory to carry out armed attacks inside Turkish territory, where the Turkish Foreign Minister provided documents and aerial photos to Iraqi officials showing how the PKK militants moved From inside Iraq to Turkey and carrying out attacks, and their armed activities in Qandil, Makhmur, Sidekan, Al-Zab and areas in Sulaymaniyah, in which he said that they are sponsored by Kurdish political parties, in reference to the Patriotic Union of Kurdistan led by Pavel Talabani.
According to the same official, “Turkey considers itself a party not concerned with the oil dispute between Baghdad and Erbil, as a result of which a lawsuit was filed in Paris by the former Iraqi government, given that the oil of the Kurdistan region is being exported through Turkish territory to the port of Ceyhan for export.”
Fidan demanded that Turkey not bear any financial consequences in this file in return for approving the resumption of oil exports, pointing out that Turkey has shown flexibility in the issue of helping Iraq overcome the water scarcity crisis by increasing the pumping of water through the Tigris River.
The Iraqi official stated that Turkey is waiting for "an Iraqi response to the requests that were presented during the coming period, specifically the PKK file and the resumption of oil exports, in return for proceeding with Erdogan's visit, which is supposed to be to sign final agreements on these files
