Vian Dakhil: The central mentality is prevalent in Iraq... and the ruling authorities do not believe in federalism

[You must be registered and logged in to see this image.]The spokeswoman for the Kurdistan Democratic Party bloc in the Iraqi Parliament, Vian Dakhil, said on Sunday that federalism in Iraq has not become an actual system, and the ruling authorities do not believe in it, but instead the central mentality prevails.
Vian Dakhil said in an interview: “One of the deepest problems that Iraq suffers from is that it still believes in centralization, and would like Baghdad to control all issues and files.”
She added: “20 years after writing the constitution, which is a federal constitution, the mentality and ruling authorities in Baghdad do not believe in federalism, especially since the Kurdistan Region is a federal entity, and has its own federal characteristics.”
Regarding the meeting of the State Administration Coalition held yesterday, Saturday, Dakhil pointed out that “Iraqi politicians pretend that they want to address the existing problems, but the events taking place on the ground show exactly the opposite.”
She added: “Because we are about to hold provincial council elections, so Iraqi politicians are trying to raise problems,” stressing that raising them is at the core of their “interests.”
She continued: “The Kurdistan Region has a political agreement with the federal government, especially when the government of Muhammad Shia al-Sudani was formed,” adding, “But as it seems, the agreement was not implemented as it is, especially the file of the oil and gas law, which was supposed to be sent to Parliament within the six months.” The first part of the Sudanese government’s life, in addition to the issue of Article 140, Kirkuk, Sinjar, and many other files, should have been addressed, but the steps in this direction are not at the required level.”
Regarding the Iraqi government sending sums of money to the Kurdistan Region to pay employees’ salaries, Dakhil explained that “dealing with the Kurdistan Region in this way is neither legal nor constitutional.”
The spokeswoman for the Democratic Party bloc in the Iraqi parliament expressed her opinion and considered it a good idea to put more pressure on the federal government to implement the political agreement on the basis of which the Sudanese government was formed.
She concluded: “Implementing the federal budget law, and sending the salaries of Kurdistan Region employees, is not linked to sending technical delegations, but rather requires sending political and diplomatic delegations.”
