    He stated that “there are many obstacles that prevent the recovery of wanted persons, including multiple nationalities for the wanted accused, as his nationality is Iraqi and he holds another nationality, and when he leaves the country and enters the home country of which he holds its nationality, that country does not hand him over to Iraq because he has become a holder of another nationality, unless he is arrested.” He must be handed over outside the home country to the Iraqi government,” noting that “the other obstacle is the issuance of death sentences in absentia by the Iraqi judiciary, especially for the accused, which the judiciary of other countries uses as a trump card and enters it under the heading of human rights.”
