The Committee for Implementing Article 140 of the Constitution intends to distribute compensation among those entitled to it in the coming weeks, while it has determined that it will need about “half a century” to complete its work.
Committee member Raad Sami Al-Asi told Al-Sabah: “The issue of compensation is thorny and large, as there are two categories of those entitled to it: the first (Arabs) who lived in the southern regions and were forced by the authorities at the time to come and live in Kirkuk after giving them many incentives. Then they move them to their areas of residence and are paid 20 million dinars as compensation, and the second (the deportees) are paid 10 million dinars as compensation in addition to allocating lands in their areas of residence.”
He added, "There are problems regarding the issue of compensation after the delay that occurred due to preparing the budget, which led to some of them not receiving compensation for 10 to 15 years."
He stated that "the committee will disburse the amounts of two meals at a rate of 500 to 750 names in each meal of compensation during the next few weeks, and there is a tendency to disburse the checks each according to his governorate due to the presence of the elderly, the infirm and the sick, after they were disbursed exclusively from the capital, Baghdad."
Regarding the talk about the expiration of Article 140, Al-Assi described this talk as a “political issue,” and that it “is being raised with the approaching elections,” pointing to “the start of implementing the procedures of the article according to the government program of Prime Minister Muhammad Shiaa Al-Sudani, which the House of Representatives voted on.”
He continued, "The Article 140 Committee was supposed to complete its work years ago, but political issues and disagreements between parties prevented that, not to mention the damage caused by implementing this article in its entirety, most notably the issue of compensation, which requires at least 400 trillion dinars to grant compensation." Al-Asi explained that “no matter how much it works, the committee cannot fulfill all the details, as the issue of demarcating the borders stipulated in the constitution will introduce the country with unnecessary problems, by returning entire governorates to their origins in other governorates, in addition to returning districts to their true governorates, and this matter is impossible.” To be applied in the country.
