Experts and officials in financial and economic affairs called for expanding the application of the Retirement and Social Security Law, which was implemented by the Ministry of Labor and Social Affairs, to include nearly 6 million workers working in the private sector, in order to generalize the benefit of the law and guarantee the interests and rights of workers and employers as well.
The Prime Minister’s Advisor for Financial and Economic Affairs, Dr. Mazhar Muhammad Saleh, said in an interview with “Al-Sabah” that “it is appropriate - as a first motivational stage - to comprehensively apply the retirement and social security law to a wide area of members of the private sector that works for itself, by launching the authority.” The sector is an initiative to guarantee individual workers and professions as a beginning to revitalize the (Retirement and Social Security Fund), provided that a financial entity with effective arms is available in all governorate and city locations, in a way that facilitates access to workers in the individual private sector.
He explained, "This must be accompanied by an introductory campaign that shows mutual rights and obligations, as well as the levels of security and retirement benefits that a worker or individual can obtain from the private sector who volunteers himself to join the (Retirement and Social Security Fund) and in accordance with the incentives approved by him." The new law.” The Ministry of Labor and Social Affairs had previously revealed that the number of insured workers is about 17 thousand, while the number of registered workers is more than 700 thousand, and the number of workers in the private sector is estimated at about 6.

Commenting on the ministry’s statements, the Rapporteur of the Parliamentary Finance Committee for the fourth session, Dr. Ahmed Al-Saffar, told Al-Sabah: “The Social Security Law will not achieve the desired goal if it remains optional, especially after the Ministry of Labor and Social Affairs announced that there are 6 million workers.” They work in the private sector, and 700,000 are registered, but only 17,000 are guaranteed, and with this number there will be no commitment until the law achieves its goal, so it is assumed that coercive methods will be used by imposing strict control on private sector owners, especially since this law is one of the important laws that guarantees the rights of The worker and the employer.”
He stressed that "the public sector in general needs to be restructured and organized in light of the high unemployment rate in Iraq, matched by large numbers of foreign workers from East Asia and others working inside the country. Therefore, the Ministry of Labor must carefully study the situation of Iraq and use this law to To achieve the public interest and not for the sake of achieving other purposes.”
Regarding business owners’ refusal to register workers to evade the tax, Al-Saffar pointed out that “the tax sector suffers from major problems, and that there is tax evasion and tax laws that are not applied, and only less than 1% enters the public treasury of the total and total tax collections that are supposed to be made.” To be collected.”
