The opinions and expectations of political analysts regarding the change in the map of political alliances after holding the provincial council elections varied between the central and northern ones being affected, and the scene remaining stable in the southern governorates, to no change occurring because the government was formed on the basis of the results of the 2021 House of Representatives elections.
The academic and researcher in political affairs, Dr. Abdul Aziz Al-Issawi, said in his interview with “Al-Sabah” that the map of political alliances will be affected in the central and northern governorates, while the scene will remain stable in the southern governorates, noting that the provincial council elections affect and are affected by political activity in the House of Representatives, and this is a historical influence, The local elections in 2009 and 2013 coincided a year before the legislative elections, which was intentional.
He stated that the global formula was adopted in the election system, according to which individuals ascended at the expense of lists, before it was changed to the current formula, stressing that the situation is different today with the political changes that took place in the past weeks.
Al-Issawi pointed out that the map of alliances affected in the central and northern governorates in the local elections will be the most active and prominent in the 2025 legislative elections, and he is the leader in the provincial council elections, explaining that in the southern governorates the active and influential will be the framework forces, and the alliances will not change due to relative stability.
He pointed out that the impact of the election results is greater in the central and northern governorates, expecting the formation of administrative joints in the governorates and the election of the governor to take a long time.
Al-Issawi warned that despite the different tasks of the provincial councils and Parliament, the political factor is common between them, describing the provincial councils as a bridge to reach Parliament, adding that the formation of governments will be complicated due to the consensual democracy in place to maintain the minimum level of stability that can help The provision of services.
On the same level, political affairs researcher Dr. Mujasha Al-Tamimi told “Al-Sabah”: There will be no change on the political map in Iraq after the local elections, because the government was formed on the basis of the results of the 2021 House of Representatives elections, noting that the forces of the coordination framework will control the southern provinces. In addition to Baghdad Governorate, it has agreements on dividing the governorates among them.
