Yesterday evening, Tuesday, the Independent High Electoral Commission announced the preliminary results of the provincial council elections, and the total participation rate in the public and private ballots across the country reached 41 percent, with the participation of more than 6 million and 600 thousand voters out of a total of more than 16 million voters who received electoral cards, and the elections took place. With the participation of 134 alliances and individual candidates, while the total number of candidates reached 5898. Prime Minister Muhammad Shiaa Al-Sudani congratulated the national political forces and candidates who ran in the governorate council elections, and said in a blog post on the (X) website: I congratulate “particularly those who won and gained the voter’s trust,” indicating that “this trust and responsibility, which I hope will quickly turn into A tangible service reality, and local governments that interact with our plans for development, reconstruction and service provision, and exercise their legal and constitutional role,” stressing that the new elected local governments “will find all help and support from us, in a way that meets their ambitions.”

The Chairman of the Board of Commissioners, Omar Ahmed, said earlier: “The Commission succeeded in performing the national mission of holding the governorate council elections in a safe and democratic atmosphere,” noting that “the electronic counting and sorting took place after the polling stations closed at six in the evening (Monday).”
He added, "The total participation rate in public and private voting reached 41 percent," stressing "the Commission's commitment to announcing the preliminary results of the elections within 24 hours," and noting that "the stations that did not send the results until the transmission medium was closed were transferred to the audit centers."
Complaints and cards
In turn, the spokeswoman for the Commission, Jumana Al-Ghalai, said: “The complaints regarding the electoral process did not reach the level of (red),” indicating that “the complaints classified as yellow amounted to 43 and green complaints 20, and there are 6 complaints under study,” confirming that “there are no complaints.” "Red."
She added, "The number of complaints for private balloting reached 54 complaints, and 15 complaints for general balloting." Al-Ghalai explained that "complaints classified as yellow do not affect the results of the elections and are rejected either because they are without evidence or violate formal or substantive conditions."
She pointed out that “complaints classified as green are due to violations committed by either the polling officer, the agent of the political entity, or the security services, but they do not affect the results of the elections and require investigation and accountability for those who are negligent.” She explained that “red complaints include forgery or tampering with ballot papers.” Or a change in the voter register.
Al-Ghalai stated, “The Election Commission received the memory stick with the manual counting and sorting forms at the National Office,” noting that “the results of the manual counting and sorting that took place the day before yesterday, Monday, for more than 35,000 stations were identical to the electronic results.”
Regarding the fate of the biometric electoral cards that were not received by their voter owners after the end of the provincial council elections, the spokeswoman stated, “Those non-received electoral cards are still in the Commission’s offices in the governorates for the purpose of inventorying them and submitting reports on the number of cards present in each office.”
Security success
Meanwhile, the Supreme Election Security Committee announced, yesterday, Tuesday, the success of the plan to secure the elections.
The head of the committee, Lieutenant General Qais al-Muhammadawi, said in a press conference: “We completed the security plan successfully with all types of manning forces, and we did not record any security breach for the first time,” noting that “more than 300 people were arrested for violating electoral instructions under various names.” .
Al-Muhammadawi pointed out: “The security units were able - for the first time - to fulfill all the requirements of the electoral process, and transfer the memory stick to the Election Commission, whether in Baghdad or the warehouses in the governorates, in record time,” noting that “the units performed their role and added to their record of serving the people and standing with them.” The law and the constitution, and that the security forces were at the same distance from all

At the beginning of the meeting, Al-Shammari praised “the efforts made to secure the governorate council elections, offering his thanks and appreciation to the leaders and forces of the Ministry of Interior who participated in this duty,” praising “the role of the governorates that took over the security file after their success in the first test at this level without sending any reinforcements.” There are clear challenges,” noting that “the Iraqi state is strong and capable of confronting these challenges.”
The Ministry of Interior warned against shooting after the results of the provincial council elections were announced.
Ministry spokesman Brigadier General Miqdad Miri said: “With regard to the group of candidates who fired the gunshots, this issue has been monitored and the Ministry of Interior will take legal measures related to this due to their violation of the law,” and stated that “everything related to the electoral violation is the issue on the part of the Election Commission.”
Security expert Fadel Abu Ragheef revealed the reason for the great success in securing the elections. He said in a press interview: “The security services, and in particular the Ministry of Interior, which has the largest number of members of the rest of the security forces, has accumulated security experience for less than two decades in Regarding the exercise of 3 roles: the first is securing the elections and the simulation that precedes them, securing the election day, and its most important role in securing and transporting the ballot boxes to safety.
Meanwhile, the media advisor to Prime Minister Hisham Al-Rikabi confirmed that the government completed the provincial council elections to the fullest extent.
Al-Rikabi said in a blog post on the (X) platform: “Elections are a fundamental pillar of the democratic system of government,” indicating that “the government was able to complete the governorate council elections to the fullest extent,” and added that “the government has thus established that elections are a national duty and that there is no change except through the ballot boxes.” ".
International insults
Several foreign countries offered congratulations and blessings to the Iraqis for successfully holding the provincial council elections.
The US Ambassador to Baghdad, Alina Romanski, congratulated the Iraqi people for holding the elections, and said in a tweet on the (X) platform: “We congratulate the Iraqi people for holding a safe and peaceful electoral process. Free and fair elections are essential for a democratic society to determine its future, and this week’s provincial council elections highlight On Iraqis’ commitment to democracy,” she concluded by saying, “We look forward to working with newly elected local leaders to strengthen the comprehensive US-Iraqi partnership across the country.”
The Japanese ambassador to Iraq, Futoshi Matsumoto, also posted in a blog post on the (X) platform: “Congratulations to the Iraqi people on the peaceful implementation of the provincial council elections,” considering it “an important step for democracy in

Matsumoto added, “Democracy cannot be achieved in one day in any country. For her part, Canada's ambassador to Baghdad, Cathy Bonka, said in a blog post on the (X) platform: "Her country congratulates the Republic of Iraq on holding the first elections for provincial councils since 2013," indicating that she "appreciates the efforts of the Election Commission to complete the polls."
Ambassador Bonca congratulated "the Iraqi government for its success in providing a safe environment for voters to vote," stressing that "her country continues to support Iraq's efforts to build a comprehensive democracy."
