    Adalat Abdullah, a researcher and professor at Sulaymaniyah University, confirmed today, Sunday (December 31, 2023), that the Kurdistan region has been witnessing for a period of time, especially with the cutting of its share of the federal budget, very difficult economic conditions, such that the government in Erbil is unable to provide even salaries. Region employees without the loans it receives from Baghdad.
    Abdullah said in an interview with “Baghdad Today” that “these conditions not only caused a deterioration in the living and economic situation of the region, but also caused the disruption of most of the urban and service projects in it, and paralyzed life to a large extent. After that, the voices of popular protests rose against the authorities in the region and the Hmm “The main party responsible for the economic and financial decline that the situation in Kurdistan has led to is unprecedented in the past three decades.”
    He added, "There is a call to adhere to all the financial and administrative commitments requested by the federal government to reach a final agreement with Baghdad, and with regard to the return of federal authority to the region, there are undoubtedly angry voices demanding this as a result of the region's officials' repeated failure to resolve the intractable financial crisis." Oh, But these votes do not express the general opinion of Kurdistan, in addition to the fact that the region was established according to the Iraqi constitution and has its own administrative and political peculiarities, and therefore any unilateral or even bilateral desire to activate the exceptional federal powers in the region needs a constitutional amendment that cannot be achieved. “Conduct it at the present time.”
    Abdullah stated, “There is no aspiration in Baghdad regarding this issue, but emphasis has always been placed on intensifying the efforts made to reach a political, legal, and technical agreement that guarantees the relaunch of the Kurdistan region’s share of the federal budget.”
    The Kurdistan Region was hit by an economic crisis in 2015 despite the increase in overall production, as oil revenues have declined significantly since 2014 due to falling oil prices, conflicts with the central government and the rapid expansion of ISIS. 
    In previous years, 17% of the central government's budget was allocated for distribution to the Kurdistan Regional Government, but this percentage has declined significantly since 2014 until today, as the Baghdad authorities accuse the government in Erbil of selling oil illegally and the central government does not hand over the proceeds from the sale. 
    According to some estimates, the Kurdish government's debt reached $18 billion in 2016. Many of the region's employees (including teachers, soldiers, and other employees) have not been paid for 3 months starting in 2022.
