The attention of members of the House of Representatives and the political blocs they represent is turning to the Federal Supreme Court to determine the legality or otherwise of the session to elect a Speaker of the Council, according to the appeal against the session submitted by the “Taqadum” Party.
A member of the Patriotic Union of Kurdistan parliamentary bloc, Suzanne Mansour, explained in an interview with “Al-Sabah” that “it is necessary for the most likely candidate to be a patriot in the truest sense of the word and maintain the balance between the political components and parties.”
She added, "The coordination framework agreements - last time - were not successful, and I hope that an agreement will be reached with the political blocs on a national candidate with an honorable history who can manage the sessions in the House of Representatives and maintain balance without dividing one component from another or one party or political bloc from another." ".
She explained, “The Federal Court’s answer regarding the challenge to the president’s election session is the decisive factor. If the previous session is rejected and the court considers it illegal, then new candidates have the right to run for the position of president. However, if the Federal Court approves the legality of the session, then anyone else is prevented from running.” For nomination, because the nomination period has ended, and this, as we mentioned, depends on the answer of the Federal Court.” For his part, independent MP Jawad Al-Yassari told Al-Sabah: “We are waiting for the court’s opinion on the legality of the session or not, and if the session is valid, the elections must be repeated with a second round, because the acting president adjourned the session and it remained open until a second session and electoral round is held.” Another to elect the Speaker of the House of Representatives.
He added, “If one of the candidates is unacceptable and the court issues its decision, there will be other solutions,” pointing out that “Representative Shaalan Al-Karim was nominated by the Taqadum bloc, which is the largest Sunni bloc, and is entitled to the presidency of the Council based on the agreements that took place before the formation of the government.” This position is reserved for the Sunni component, and they are free to nominate for it, and the political blocs must vote on any desired candidate from among the representatives of the Sunni component for the position of Speaker of the House of Representatives.”
While the independent representative, Haitham Al-Zarkani, indicated in his speech to “Al-Sabah” that “regarding the last session for selecting the Speaker of the House of Representatives, it took place completely smoothly, and the session was postponed to a next stage due to the failure of one of the candidates to obtain (half plus one).”
He explained, “There is almost a negotiation between the political blocs on choosing the president and who has the idea of withdrawing and others, but the political blocs have not reached an agreement yet, and the distortion that occurred of the legislative institution in terms of accusations of buying receivables in the previous session is intended to distort the image of the legislative institution.”
He pointed out, "The political blocs categorically reject these practices, and we want the legislative institution to be the balance of social justice," pointing out that "everything now depends on the Federal Court's decision to proceed with the session or reject it." Representative Haibat Al-Halbousi announced the filing of the appeal before the Federal Supreme Court in order to consider the validity of the session to elect the Speaker of the House of Representatives and its incompleteness.
