The British Ambassador to Iraq, Stephen Hitchen, confirmed the stability of the security situation in Iraq, noting that his country had begun to embark on what he called the "fourth phase" of relations with Iraq.
Hitchen said in an exclusive interview with “Al-Sabah” followed by Mawazine News, “The United Kingdom is about to enter into an ‘equal partnership’ with Iraq, which is the fourth stage of relations, after the British Mandate in 1921, the Republican regime stage, and the post-2003 stage.” Pointing out that "Britain seeks to deepen and expand relations - not only at the level of the security file - but also at the level of common challenges, whether environmental or economic."
He added, "Britain provided the necessary support to Iraq in its war against ISIS until the victory was achieved, which was (particularly Iraqi), and now it wants to expand this support." The British Ambassador also praised the Independent High Electoral Commission, which “proved its ability to conduct the process of provincial council elections calmly, transparently, and without any problems,” indicating that “consolidating democracy in Iraq requires several factors, including the rule of laws, citizens’ confidence in institutions, and freedom of the press.” He described democracy in Iraq as "new and born in difficult circumstances."
He continued, "The security situation in the country is better than it was during previous years, and the conditions have become suitable for building the future and investing in the country, and motivating Iraqis abroad to return to their country and implement their projects there due to the presence of a positive vision and prospects."
He stressed, "The United Kingdom is proud to have completed its mission to train and strengthen the Iraqi forces, and does not wish to repeat its mistakes that occurred 12 years ago. However, at the same time, it is committed to the fact that the coalition’s withdrawal decision is (purely Iraqi), and whether there is a consensus on its withdrawal from Iraq?" He added, “As for Britain, it wants to transform its relationship with Iraq into a series of bilateral security and military relations, and there will be a future for coordination with it, since the situation and arena are very important to it,” stressing “the difficulty of negotiations with the American side, and entering into talks with it to withdraw.” The bombing continues on its bases.”
He pointed out that he "provided a full explanation of the situation in Iraq to his country's government, but he is not obligated to force British companies to come and invest in Iraq," referring to the problem of British businessmen's fear of the "legal environment" in Iraq. The economist, Hitchin added, "The United Kingdom is working to revive the (British Council), which works to coordinate between British universities and Iraq, and works to teach the English language, in addition to granting (Chevnik) scholarships affiliated with the Ministry of Foreign Affairs by sending 30 Iraqi students annually to complete their studies in Britain." The program covers tuition costs, salary, and travel costs, in addition to 1,600 scholarships for Iraqis eligible to apply for them at British universities.”
The British ambassador explained, “Corruption exists in all countries of the world, but in Iraq it is a large and profound phenomenon that undermines citizens’ confidence in the state, and dealing with this phenomenon is not easy, despite the efforts of the Prime Minister (Mohamed Shiaa Al-Sudani) and his talk about switching from paper to electronic systems.” This facilitates the process of uncovering corruption and terrorist financing,” pointing to Britain’s assistance to Iraq in establishing the Financial Investigation Unit and joining the “Egmont” group, which enables Iraq to exchange financial information with 170 countries, stressing that “Britain’s extradition of wanted Iraqis to their country in corruption cases requires a judicial decision.” And legal, despite Britain’s desire to achieve this.”
