Human rights specialists believe that the draft law on the “High Commission for the Empowerment of Women” will not add any change to the institutional reality, and that it will be one of the doors to distributing positions to party candidates according to quotas.
The Executive Director of the Stochastic Defenders human rights organization, Dr. Ali Al-Bayati, said in an interview with Al-Sabah, “It is strange that the political system in Iraq ignores important laws that affect citizens and address existing problems and violations.”
He added, “(The High Commission for the Empowerment of Women) actually exists, and it can work according to the goals presented and carry out these tasks, but legislating a law for its work comes in order to create new positions and add budgets to the (Commission) project. There was originally a Ministry for Women that was canceled for financial reasons to reduce pressure on The budget and also because there was no clear production of the important outputs of that ministry at that time.”
Al-Bayati noted, “The issue of women’s empowerment is a very important issue, but the important question is how to empower women. It is necessary to legislate a law against domestic violence, and also if we want to empower women, it is necessary to eliminate poverty in Iraq and focus on the issue of education and literacy among women and girls.” ".
He continued, "If we want to empower women, we must activate human rights and give a greater role to protecting women, as well as giving them greater roles within the Iraqi government," wondering: "How many governors, general directors, and ministers are Iraqi women!?"
He pointed out that "there are many questions, and we must correct the errors in them and empower women," indicating that "it is clear that the political approach is looking for new positions to add to the quota equation, which in turn will be added to the doors of corruption." According to his expression.
While the feminist activist and assistant professor, Mai Hamoudi Abdullah Al-Shammari, disagreed with Dr. Ali Al-Bayati’s opinion, stating that “there is cooperation and participation in all governmental and official institutions in women’s empowerment programs and activities in Iraq, as the Ministry of Labor has actual workshops to train women and men in skills that will make them work.” In the labor market, they receive wages, and sometimes their products are purchased by the Ministry of Labor. There are also programs developed by the Ministry of Planning in partnership with women representatives of the ministries to empower women.”
Al-Shammari added to Al-Sabah that “national and international civil society organizations also participate in some programs that support women to occupy positions in the legislative and executive authority.”
She stressed, “There must be a follow-up on the programs that are offered to obtain financial support from these grants or loans, and follow-up on implementation from the beginning, during implementation, and at its end, to achieve the desired goals of empowering (training, developing, and developing the capabilities and skills of Iraqi women),” explaining that “ Empowerment is making women able to carry out their work better than before, and to complete these tasks with high efficiency and effectiveness, with generous construction efforts, less time, and a lower cost.”
