An economic expert revealed today, Sunday (February 25, 2025), that the Iraqi state’s salary bill has increased over the past five years by an additional 7 trillion dinars, reaching 47 trillion dinars, after it was in 2019 at a value of only 40 trillion dinars.
Expert Manar Al-Obaidi said in a statement, “The Ministries of Interior and Defense, the Council of Ministers, and the bodies associated with them occupied 50% of the total salaries, bringing the total salaries of the three entities to 25 trillion dinars, an increase from 2019 by 6 trillion dinars, as their value at the time was only 19 trillion dinars.” .
He stated that “the ministries with the highest increase in salaries were the Ministry of Education, whose salaries rose to reach 10 trillion dinars, then the Ministry of Health and Environment, whose salaries rose to reach 5.3 trillion dinars in 2023.”
Al-Obaidi pointed out that “the House of Representatives’ salaries increased by 16%, bringing the total salaries of the House of Representatives to 474 billion dinars, after it was about 408 billion dinars in 2019.”
He added, “The Presidency’s salaries increased from 34 billion dinars in 2019 to reach 43 billion dinars in 2023.”
The economic expert continued, “As for the ministries that witnessed a decrease in their salaries, they are the Ministry of Foreign Affairs, the Ministry of Transport, the Ministry of Communications, and the Ministry of Oil.”
The salaries of the governorates also witnessed a decrease in their salaries as a result of the transfer of the affiliation of some entities that were linked to the administration of the governorates to the ministries in the central government,” according to Al-Obaidi.
He noted that “the salary scale does not include self-financing departments affiliated with some ministries.”
