    The lack of transparency and non-compliance with the decisions of the Federal Court by the Kurdistan Regional Government were behind the delay in settling the localization of the salaries of the region’s employees. Despite collecting more than 100,000 signatures from within the region to guarantee the localization process, things will not happen as demanded by the segment of employees.
    In late February, the Federal Supreme Court decided to oblige the governments of Baghdad and Erbil to localize the salaries of employees of all ministries, governorates, and entities not affiliated with a ministry, and all employees of other government agencies, retirees, and beneficiaries of the social protection network in the region, to federal government banks operating outside the region, and these funds will be deducted from the region’s share. Determined by the budget law for this year and for the coming years.
    In addition, the Iraqi Trade Bank issued a clarification regarding the localization of the salaries of employees of the Kurdistan region of Iraq.
    The bank stated in a statement received by the “Information” Agency, that “due to the large number of inquiries received from us about the mechanism of localizing the salaries of employees of the Kurdistan region of Iraq in the Iraqi Trade Bank, we confirm our commitment to the decision of the Federal Supreme Court regarding the localization of the salaries of employees of the Kurdistan region of Iraq, which stipulates the localization of the salaries of employees of the region in Federal government banks operating outside the region, where the participation of the Iraqi Trade Bank will be among the government banks based on the decision of the Federal Supreme Court to localize the salaries of employees of the Kurdistan region of Iraq.”
    He added, "The Trade Bank of Iraq (TBI) has the high and solid practical ability to complete the process of localizing the salaries of the region's employees who wish to choose our bank among the government banks participating in the process of localizing salaries to serve our people in the Kurdistan region," explaining that "the bank is still waiting for the Iraqi Kurdistan Regional Government to send lists." The names of the employees whose salaries will be localized are attached to the supporting documents, so that the implementation of the salary localization process can begin and proceed.”
    However, the process of localizing employee salaries still constitutes a crisis until this moment, with great ambiguity in the file, before it was revealed by the Patriotic Union of Kurdistan, the biggest competitor to the person in power in the Kurdistan Democratic Region.
    The National Union indicated that, despite the proceeding with the settlement of salaries by the two authorities, the region refuses to give the government its right from the oil it disposes of.
    A member of the Patriotic Union of Kurdistan, Ghiyath Al-Sourji, confirmed that the regional government announced that it had sent all employee data to Baghdad, but the federal government is demanding that the region send half of the revenues and revenues to distribute and resettle salaries.
    Al-Sourji promised in a statement to “Al-Ma’louma” that “the delay in settling employees’ salaries in the Kurdistan region has affected the living conditions of citizens and the market movement in the region.”
    He stated that "the region's employees did not receive their salaries for the month of April, and this matter is related to the governments of Baghdad and Erbil."
    He stressed that there is "a lack of transparency in this file, which has had a negative impact on the living conditions of citizens and the market movement in the region."
    For his part, the representative of the Al-Fatah Alliance, Muhammad Karim Al-Baldawi, stressed the need for the region to deal transparently with the issue of localization of salaries in the interest of the Kurdish people. 
    Al-Baldawi told Al-Maalouma, “The regional government is maneuvering in the issue of localization of salaries, and this reflects negatively on the interests of the region’s employees,” and pointed out that “sending the codes and fingerprints of Kurdish soldiers is intended to mislead and play on sensitive files.” 
    He added, "Implementing this decision will make it a political norm, demanded by other Iraqi governorates in the future," noting that "there is no secrecy in dealing with the federal government, and the region must deal seriously and flexibly to solve such problems." 
    It is noteworthy that the Ministry of Finance refrained from sending the salaries of military personnel in the region, stressing the need to send members’ data in complete transparency, while the region continues to evade in order to gain personal interests, which observers described as suspicions of corruption.
