The Agriculture, Water and Marshlands Committee in the House of Representatives described the agreement concluded between Iraq and Turkey as a "good and successful" step, stressing Iraq's need to build new dams to conserve water during the rainy season.

The first deputy head of the committee, Zuzan Kocher, stated that “the agreement between the two countries was a good and successful step, after it was preceded by confirmations of the existence of joint cooperation between the two countries to address the problems in the water file,” adding that “the agreement included the exchange of expertise and agreement to use modern technologies in irrigation and agriculture, and joint projects to manage and improve water and modern technologies in irrigation projects.”

Kocher pointed out that "what is important in these agreements is to determine Iraq's share in a fair and sufficient manner to meet its water needs, as the Tigris and Euphrates are two international rivers, which necessitates drawing up a clear partnership, as water is a human right that affects community life and is not a commodity to achieve interests or gains in general."

She explained that her parliamentary committee "is always keen on joint dealings between the two countries to determine the fair percentage of water granted to Iraq that enables it to fill its internal water needs," noting that "Iraq needs to have a general approach to conserve water and stop its waste."

Koger noted that "the amount of rain during the last winter season was very good, which helped raise the water storage to 20 billion cubic meters after it reached only 7 billion cubic meters in previous years," stressing that "this amount will be sufficient for the summer agricultural season or to provide drinking water, but the country needs strategic and well-thought-out programs in the future, in addition to establishing dams to harvest water to benefit from the available rain, snow, torrents or floods, so that the country can confront climate extremism in the future or crises, especially since desertification has led to many lands being affected by drought due to climate change and the lack of water imports."

It is worth noting that the file of shared international rivers is witnessing tension between the three countries, Turkey, Syria and Iraq, as they oppose[You must be registered and logged in to see this link.]The construction of the latest Turkish dam, the Ilisu Dam, within the "Southeastern Anatolia" project on the Tigris River.

In 2014, Iraq and Turkey signed a previous memorandum of understanding in the field of water, which includes 12 articles, the most prominent of which is the emphasis on the importance of cooperation in the field of water resources management.
