    Today, Tuesday, the Council of Ministers held its forty-first session, headed by Prime Minister Mohammed Shia Al-Sudani, and issued a number of decisions, including those related to “Iraqis deported” from abroad.



    A statement from Al-Sudani's office, received by[You must be registered and logged in to see this link.]News, the latter "chaired the 41st regular session of the Council of Ministers, which is one of two sessions held today, Tuesday, to compensate for the Council of Ministers session on September 24, due to His Excellency's participation in the meetings of the United Nations General Assembly in New York, in its 79th session. The session witnessed the discussion of the general conditions throughout the country, and the discussion of a number of vital files, in addition to deliberating on the topics included on the agenda and taking the necessary decisions regarding them."



    The statement added, "In response to what was presented by one of the female citizens affected by the terrorist operations, the Council approved the following:

    1- The Minister of Finance shall extinguish the debt owed by the citizen, based on the provisions of the first paragraph of Cabinet Resolution (23447 of 2023).
    2- The National Retirement Authority shall expedite the completion of the retirement procedure.
    3- The Ministry of Construction, Housing, Municipalities and Public Works shall allocate a housing unit for the citizen, from among the units that will be transferred to the state in the new housing projects in Baghdad.

    4- Keeping her residence in the house in which she has lived for 44 years, and collecting a symbolic fee from it, as an exception to the condition of public auction in accordance with Article 39 of the Law on the Sale and Lease of State Property 21 of 2013, as amended."



    The Prime Minister directed, according to the statement, that "all cases that reach the offices of ministers and officials be dealt with in the same manner, and stressed the need to pay attention to them, address them and not delay in resolving them, in order to do justice to citizens and solve their problems."

    In continuation of the government's efforts to provide relief to our steadfast people in Palestine and Lebanon, the Council approved "allocating 3 billion dinars to the Ministry of Immigration and Displacement, to provide services to Lebanese guests arriving in Iraq, from the emergency reserve, based on the provisions of the Federal General Budget Law, and exempting the aforementioned ministry from the contracting methods stipulated in the instructions for implementing government contracts, and the instructions for facilitating the implementation of the budget, and adding the category of Lebanese arrivals (guests of Iraq) to the tasks of the Higher Committee for the Relief of the Displaced, in coordination with the Higher Committee for Collecting Donations for the Relief of Gaza and Lebanon."

    Based on the Prime Minister's directives to provide health support to brotherly Lebanon, in light of the crisis it is currently going through, "approval was given for the Ministry of Health to purchase aid in the form of medicines and medical supplies, as an exception to the contracting methods stipulated in Chapter Three of the Implementation of Government Contracts Instructions No. (2 of 2014)."

    In the energy field, the Council of Ministers approved "granting the Ministry of Electricity the powers indicated below for the purpose of contracting with Loxstone Energy to supply Turkmen gas to Iraq, via Iranian territory, through the swap mechanism, as follows:
    - Exempting the contract from the instructions for implementing government contracts, the federal general budget for the three years, and the instructions for facilitating the budget law, as it is one of the important and urgent contracts for the continuity of the operation of power stations, considering that the entity supplying the gas is a government entity represented by the Turkmen Gas Company, with which a memorandum of understanding was previously signed pursuant to Cabinet Resolution (23519 of 2023).
    - Adopting the prepayment mechanism required by the Turkmen Gas Company, and the Ministry of Finance shall secure the necessary financial allocations within the timeframes, and the government entity shall bear the payment of taxes and fees.
    - Exempting the contract from the performance guarantee, similar to the Iranian gas contract, and that payment shall be made through transfers to the Turkmen Gas Company and Loxstone Company, according to the mechanism recommended by the Trade Bank of Iraq, and not including the contract in the law Collection of government debts.
    - The contract must be subject to Swiss law, and the draft contract must be approved on a sole offer basis.

    The Council approved the principles of cooperation on energy in Iraq, between the Ministry of Electricity in the Republic of Iraq and Stellar Energy America Inc., without entering into any financial commitment.

    Within the framework of government care for citizens deported from outside Iraq, the Council of Ministers approved the “Plan to Support the Reintegration of Iraqis Deported from Abroad, and Managing Their Affairs Upon Their Return, after taking into account the notes presented at the meeting, which include:
    A. Developing a description of those deported from abroad.
    B. Coordination between the Ministry of Foreign Affairs and the Ministry of Migration and Displacement regarding the file of returning deportees.
    C. Media awareness of illegal immigration.
    D. Cancellation of the activity (mentioned in the second axis of the plan) represented by the reappointment of dismissed employees.

    The Council approved amending its “Decisions (364 of 2022) and (23193 of 2023), as follows:
    1. Paragraphs (2 and 3) of Cabinet Resolution (364 of 2022), and paragraphs (15 and 16) of Cabinet Resolution (23193 of 2023), shall be cancelled, to be replaced by (ownership shall be an exception to the provisions of public auction for a specified consideration, based on Article (39) of the State Property Sale and Lease Law (21 of 2013) amended).
    2. Amend paragraph (4) of Cabinet Resolution (364 of 2022) to read: (The relevant authorities shall take the necessary legal measures to change the different uses of the lands on which the houses are built in the Zorava (Al-Uruba) and Dahula (Al-Qadisiyah) complexes in the North District/Sinjar District, and the Tal Banat (Al-Walid) complex/Al-Qayrawan District/Sinjar District, in addition to the complexes mentioned in paragraph (1) of Cabinet Resolution (364 of 2022), and they shall be owned by Iraqi citizens covered by the aforementioned Cabinet Resolutions.
    3. Amend paragraph (1) of Cabinet Resolution (23193 of 2023) to replace it with (The beneficiary shall be of Iraqi nationality, and occupy one of the lands on which residential houses are built in the residential complexes mentioned in paragraph 2 above).
    4. Amend paragraph (4) of Cabinet Resolution (23193 of 2023) to read (The works documents prepared by the United Nations Organization - the United Nations Development Programme shall be approved. United Nations Human Settlements Organization (Habitat), in coordination and cooperation with the relevant government agencies as a document.
    5. Amend paragraph (9) of Cabinet Resolution (23193 of 2023) to become (Taking the necessary measures by the dissolution committees formed in the sub-administrative and main units to dissolve part of the lands on which the houses covered by the Cabinet Resolutions under discussion are built, according to the text of Instructions (9) of 1985).

    6. Emphasizing the implementation of the content of the Prime Minister's Office letter dated March 11, 2024, which includes the exemption of (1000) contracts, according to the Nineveh Governorate letter dated March 5, 2024.

    Within the government approach to completing stalled and suspended projects, the Cabinet approved the following:
    1- Increasing the reserve amount for the contracting of the project (Building an 18-classroom school opposite the Al-Naimiyah checkpoint/Fallujah, Al-Mansour neighborhood) included within the components of the project (Building (30) primary schools (18) classes, in Anbar Governorate: Al-Qaim, Haditha, Fallujah, Ramadi, Hit, Al-Karma).
    2- Increasing the reserve amount and the total cost of the project (establishing a complex for the Najaf Ashraf Police Departments / Najaf Ashraf).
    3. Including a project under the name (Supplementary works to establish Al-Hawija Hospital with a capacity of 200 beds) and reducing the cost of the component (building a general hospital in Al-Hawija with a capacity of 200 beds).

    The Council of Ministers also approved “imposing a customs duty on plastic granules, both ground and granulated, in the amount of 0.5%, and canceling the text related to imposing a zero limit on customs duties, contained in Cabinet Resolution (390 of 2019), and amending the fees contained in Cabinet Resolution (23188) of 2023, to be 0.5% instead of the zero limit.”

    Within the framework of government support for the education sector and its development, it was approved that "the Ministry of Higher Education and Scientific Research will take over the expropriation of (100 dunums) of lands numbered 1/(15, 16, 19, 20, 21, 26)/17 doses and holes, belonging to the Iraqi General Cement Company, for a fee of (5,000) dinars per square meter by agreement of the two parties, to establish a university with an integrated educational complex in Al-Zawraa District."

    It was also decided to "cancel hosting the Institute of Arab History and Scientific Heritage, affiliated with the Union of Arab Historians in Iraq, for the reasons stated by the Ministry of Higher Education and Scientific Research."

    In the agricultural sector, it was approved to "continue working on paragraph ten of Cabinet Resolution (23486 of 2023) for the next season (2024-2025) in the service of comprehensive agricultural development."
